Description: SEALED PROPOSALS addressed to the City Manager, City of Jacksonville, Texas will be received until 10:30 a.m., Thursday, March 5, 2026, at Jacksonville City Hall, 315 S. Ragsdale Street, Jacksonville, Texas 75766, for the TxCDBG CDV23 – 0193 SEWER IMPROVEMENTS. Bids will be opened and publicly read at 10:30 a.m., Thursday, March 5, 2026, in the Council Meeting Room at Jacksonville City Hall. PLANS AND SPECIFICATIONS may be examined without charge in the office of the City Clerk. Bid forms, plans, specifications and contract documents may be viewed and downloaded free of charge at www.civcastusa.com . The project basically consists of the following: Installation of approximately 3,500 LF of 8” diameter PVC sanitary sewer gravity main at two (2) locations within the City including manholes, sewer services, by-pass pumping, asphalt pavement reconstruction and all other components necessary for a complete and operational installation. A Bidder's Bond, Certified or Cashier's Check in an amount of not less than five percent (5%) of the total bid shall accompany each bid as a guarantee that, if awarded the contract, the bidder will promptly enter into contract with the City of Jacksonville. The successful bidder will be required to furnish a Performance Bond, Payment Bond and Maintenance Bond as well as proof of statutory worker’s compensation insurance. Attention is called to the fact that no less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. The City of Jacksonville reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the City of Jacksonville for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.
