Description
Oregon State University intends to contract for the provision of instructional design services from Two First Designs as a sole source because of the contractor being the only provider able to meet critical parameters or timeframes to support the research and/or business needs of the university. The minimum skills and expertise for this project include a background in, and considerable experience with, developing complex, multi-module instructional design projects (e.g., self-paced online courses). This includes skill in developing state-of-the-art multimedia with a high degree of accessibility. This work occurs in an environment where our in-house instructional design team has established design standards that require extensive use of the Articulate 360 software suite, along with video editing software. Because the project will be based on in-person presentation materials (including PowerPoint slide decks), workbooks and other materials it also requires know-how to use foundational materials of this kind to script and adapt this material for highly effective self-paced online learning. With the unique aspects of this project, we also must prioritize familiarity with state (or other government) agency course development that addresses specific legal or administrative rule-based requirements related to workforce training. Familiarity with specific agency branding and design guidelines will also help ensure efficient production of training content that aligns with those standards. Finally, experience in working within a collaborative and highly productive instructional design environment is also important: Our project plan calls for production (i.e., course modules) to be delivered to OHA for review on a scheduled basis - and for requested edits/changes to occur on a timely basis before the entire program is finalized. As an independent instructional design firm. Two First Designs have more capacity and expertise to execute on projects that require highly diverse skills (within the discipline) - working under guidance from in-house design teams on elements ranging from scripts, storyboards and overall conception to highly engaging and unique interactives, and is uniquely aware of the agency's brand guidelines. Making Two First Designs the only entity that meets the rather expansive (yet minimum) specifications and time frames for this specific project. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
