REQUEST FOR PROPOSALS
Owensboro Municipal Utilities will receive sealed bids until 2:00 P.M. (CST) on November 20, 2025 (prevailing time) at which time bids will be opened for the:

RFP 25-11-033 CAVIN WTP GAC SYSTEM PROJECT ENGINEERING PHASE

Owensboro Municipal Utilities (OMU), Owensboro, Kentucky requests proposals for the engineering, architectural services, procurements support, and construction support for the installation of a Granular Activated Carbon (GAC) System at its existing 30 MGD Cavin Water Treatment Plant (WTP).

OMU currently operates the 30 MGD Cavin ground water WTP. The current treatment process is aeration, two stage softening and clarification, and conventional filtration. Chemicals currently used in the treatment of water consist of hydrated lime, sodium hypochlorite, fluoride and phosphate.

In April 2024, the U.S. Environmental Protection Agency (EPA) finalized legally enforceable standards for Per- and Polyfluoroalkyl Substances (PFAS) in drinking water under the Safe Drinking Water Act (SDWA). The current requirements set the limits for PFOA and PFOS at 4 PPT with the current compliance deadline of April 2029.

Following extensive testing of all wells and the plant effluent, PFOA and PFOS have been identified in 21 of OMU’s wells. OMU has attempted to operate and manage the wells in order to achieve compliance; however, due to the levels and distribution of these PFAS constituents throughout the well field, OMU is unable to meet the 4 PPT limit through either well operation or current treatment process. OMU worked with an engineering firm (HDR Inc.) to perform bench scale testing of GAC and perform an evaluation of available technologies for compliance. Their recommendation is to add a GAC system to the existing treatment process in order to achieve compliance with the PFAS rule. HDR also provided some conceptual layout drawings of the new GAC system (See attached on FTP site).

OMU currently believes that the ideal compliance strategy to the EPA’s PFAS rule is a proposed GAC contactor building located directly north of the CROM tanks.
Following award and before commencement of work, a formal agreement shall be executed by OMU and the Firm/Offeror whose proposal is selected for award, with terms and conditions agreeable to OMU (the “Contract” or “resulting Contract”).
