Description: The City of Siloam Springs will be accepting sealed bids from qualified contractors for the rehabilitation of existing manholes within the City’s sewer collection system. Packets may be hand-delivered to City of Siloam Springs, Public Works Department, 1000 E Ashley St., Siloam Springs, AR 72761. Mailed packets shall be sent to Public Works Administrative Assistant, PO Box 80, Siloam Springs, Arkansas 72761. All bids must be sealed, clearly labeled “2025 Manhole Rehab” bid, and must be delivered to the City by 2:00 p.m. CST on November 25, 2025. A public bid opening will be held on November 25st, 2025, at 2:15 PM CST. The City shall compare the bids and award the contract to the highest qualified, lowest priced bidder if the best interests of the City would be served thereby.  The City reserves the right to reject any or all proposals, and to waive non-prejudicial irregularities. Introduction

The purpose of the Request for Proposals is to obtain competitive bids from qualified contactors

for the rehabilitation of existing manholes within the City’s sewer collection system.

The City of Siloam Springs, Arkansas, is requesting proposals from qualified contractors to

furnish all tools, materials, and labor necessary to complete the 2025 Manhole Rehabilitation

Project. The project includes the rehabilitation of approximately 20 manholes to be raised and

the application of 425 vertical feet of epoxy or polyurea lining. All work shall be performed in

accordance with the plans and contract documents developed by the City of Siloam Springs.

Scope of Work

The project entails:

 Raising approximately twenty (20) manholes to the required elevations and

specifications.

 Applying a total of approximately 425 vertical feet of polyurea lining to manholes.

 Providing all necessary tools, materials, labor, and equipment to complete the work in

accordance with the contract documents.

 Ensuring compliance with all applicable federal, state, and local safety and environmental

regulations.

All work shall conform to the plans and specifications outlined in the contract documents.

Contractors are responsible for conducting site inspections and studies to familiarize themselves

with all conditions that may affect the work.

 Bid Forms: Proposals must be submitted using the official bid forms provided in the bid

Any addenda issued during the bidding period will be posted on the City’s website. Bidders are

responsible for checking the addenda prior to submission.

 Envelope Labeling: Envelopes must be clearly marked with the following:

o "Bid for 2025 Manhole Rehab"

o Date of bid opening

o Bidder’s name, address, and Arkansas contractor’s license number

 Deadline: Bids must be received by November 25th, 2025, at 2:00 PM CST. Late

submissions will not be accepted.

A public bid opening will be held on November 25th, 2025, at 2:15 PM CST.

Bidder Qualifications

 Licensing: All bidders must hold a valid municipal and utility construction license in the

State of Arkansas at the time of bid submission, as required by Act 150 of the 1965 Acts

of the Arkansas Legislature and any subsequent amendments and demonstrate recent

experience with manhole rehabilitation and polyurea lining application.

 Site Familiarity: Bidders are required to conduct necessary inspections and studies of the

work site to fully understand the project conditions.

 Equal Opportunity: Pursuant to Arkansas Code Annotated Sec. 22-9-203, the City

encourages participation from small, minority, and women-owned business enterprises.

General contractors are encouraged to consider subcontracting opportunities to these

groups.

Evaluation and Award

 The City of Siloam Springs reserves the right to:

o Reject any or all bids.

o Waive any informalities in proposals if deemed in the best interest of the City.

o Withhold the award of the contract for up to 60 days after the receipt of bids.

 Bids will be evaluated based on the following criteria:

o Responsiveness to bid specifications

o Cost competitiveness

o Contractor qualifications and experience

o Project schedule and availability

o Overall value and benefit to the City
