City of Pacific, MissouriINVITATION TO BIDSUnion Street Sidewalk ImprovementsSealed bids for the City of Pacific (hereinafter "Owner") Union Street Sidewalk Improvements, TAP-9901(691),(hereinafter “Project”) will be received by Pacific City Hall, 300 Hoven Drive, Pacific, Missouri 63069, until 10:00 a.m.local time, on Thursday, December 4, 2025, at which time the bids will be publicly opened and read aloud.The Scope of Work includes sidewalk improvements on Union Street within the City of Pacific and provides forconcrete sidewalks and ADA ramps, concrete approach, concrete curb and gutter, storm sewer improvements,pavement striping, traffic control and other incidental items and work described in the Project Manual, or reasonablyinferable therefrom. The City of Pacific anticipates issuing notice to proceed in the fall of 2025.To ensure that you receive all addenda, request the bid documents by email from Becky Toney atbtoney@cochraneng.com. Bid packages will be distributed electronically at no cost to the bidder. When requestingthe documents, you will be required to provide your company name, a contact person and phone number, a completecompany address and an e-mail address to be added to the Plan Holders List and for receiving official biddingcommunications and addenda. If you are not on the Plan Holders List, you will not receive any addenda issued. Hardcopies will not be available for purchase. Bidders may make printed copies of the bid documents (plans, projectmanual, and a bid packet) at their own expense.Project and bidding questions shall be conducted exclusively via e-mail. Any questions regarding this project must be submitted to: mspalding@cochraneng.com, by 4:00 pm local timeon November 26, 2025. No written questions after this date or any verbal questions will be recognized.A bid security in the amount of five percent (5%) of the bid amount must accompany each bid, in accordance with theInstructions to Bidders.For a contractor to be awarded this project the contractor must have a fully responsive contractor questionnaire onfile with the Missouri Highway and Transportation Commission at least 7 days prior to the bid opening date. All biddersmust be on MoDOT’s Qualified Contractor List per Section 102.2 of the 2024 Missouri Standard Specifications forHighway Construction.The wage rates applicable to this project have been predetermined as required by law and are set forth in thisspecification. When Federal wage rates are applicable and included, this contract is subject to the “Work Hours Actof 1962”, (P.L. 87-581: 76 Stat. 357) and implementing regulations. When state and federal wage rates are bothrequired the higher of the two for each job classification shall be used.Effective January 1, 2009 and pursuant to RSMo 285.530 (1), No business entity or employer shall knowingly employ,hire for employment, or continue to employ an unauthorized alien to perform work within the state of Missouri. Thesuccessful bidder must submit a sworn affidavit and documentation affirming the business entity's enrollment andparticipation in the federal work authorization program and that all of its employees working for the contracted servicesare not illegal immigrants.Upon signing the contract, the successful contractor and any subcontractor performing the work shall provide a ten-hour Occupational Safety and Health Administration (OSHA) construction safety program for their on-site employeeswithin sixty (60) days of beginning work on the construction project.The City of Pacific, Missouri hereby notifies all bidders that it will affirmatively ensure that in any contract entered intopursuant to this advertisement, businesses owned and controlled by socially and economically disadvantagedindividuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminatedagainst on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for anaward.The DBE Contract Goal for this project is 0%, and DBE firms must be certified by MoDOT to attain credit towards thiscontract goal. There is no On the Job Trainee goal.THE OWNER INTENDS TO AWARD THE CONTRACT TO THE LOWEST, RESPONSIVE, RESPONSIBLEBIDDER. THE OWNER RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS, AND TO WAIVE ANYIRREGULARITIES IN THE BEST INTEREST OF THE OWNER WITH MODOT’S CONSENT.INV - 1
