Bid Title: Request for Qualifications - On-Call Geology & Geotechnical Engineering Services
Category: City of Dublin Bid Postings Status: Open Description: The City is interested in securing firms for the specific purpose of obtaining On-Call Geology & Geotechnical Engineering Services. This RFQ does not commit the City to enter into a contract, nor does it obligate the City to pay for any costs incurred in preparation and submission of the statement of qualifications (SOQ) or in anticipation of a contract.
This agreement shall be established for a three-year term, with the option to extend for up to two additional years. Please note, the City may select more than one firm with which to enter into a contract. Proposals shall be required for all services identified in this RFQ. Selected firm(s) shall submit SOQs which demonstrate that they can perform the scope of work for all potential projects but are not guaranteed work.
Work shall be requested on an as needed basis and paid according to an approved rate schedule. The cost of developing a scope of service for a particular project shall be included in the Consultant’s cost of doing business and the City will not be responsible for any costs associated with preparing it.

The cost ofdeveloping a scope of service for a particular project shall be included in the Consultant’s cost of doing businessand the City will not be responsible for any costs associated with preparing it.ConsiderationsThe City of Dublin is seeking professional services of qualified engineering firms to provide On-Call Geology &Geotechnical Engineering Services for multiple projects over the next three years. The City intends to select themost qualified firm(s) to provide these services. The selected firm will perform services on a “Time and Materials”basis to be negotiated with the City. The firm’s services will be negotiated on a per project basis and have a budgetand specific work scope.Once a Task Order is approved, rates are locked in for the duration of the project. Travel time, mileage, vehicles,meals, etc. will not be allowed and should be incorporated into your hourly rates provided. Consultant mayrequest hourly rates be updated annually, prior to the City’s fiscal year start. Rate increases shall not exceed 3%and shall be based on the San Francisco Bay Area Consumer Price Index CPI for that period of time and this shallbe submitted to the Public Works Management Analyst, or their designee, each May (effective each July 1st) forapproval prior to taking effect.Consultants are advised that this agreement is considered “public work” for purposes of the California Labor Code,which requires payment of prevailing wages. The Agency has obtained from the Director of Department ofIndustrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday andovertime work. These rates will be on file at the Owner’s office at 100 Civic Plaza, Dublin, CA 94568 or online athttp://www.dir.ca.gov/OPRL/PWD/index.htm and they will be made available to any interested party uponrequest. The Consultant with whom an Agreement is entered must pay the prevailing rates, post copies thereofat the job site, provide copies of certified payrolls upon request, and otherwise comply with the applicableprovisions of State law. The Consultant is subject to prevailing wage rate compliance monitoring and enforcementby the California Department of Industrial Relations.The Consultant or Subcontractor(s) shall not be qualified to submit a response to this RFQ, subject to therequirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for publicwork, as defined in this chapter, unless currently registered and qualified to perform public work pursuant toSection 1725.5. It is not a violation of this section for an unregistered consultant to submit a proposal that isauthorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the PublicContract Code, provided the consultant is registered to perform Public Work pursuant to Section 1725.5 at thetime the contract is awarded.Scope of Services• Provide geotechnical peer review of soils and geologic reports for private land development projects andCapital Improvement Program projects• Provide testing and field observations• Attend meetings as required• Knowledge of Caltrans Standard Plans and Specifications is required• Provide geologic and/or geotechnical engineering technical peer reviews of development projects to bereviewed and may include, but are not limited to:o Preparation of geotechnical and geologic reportso Slope stability calculationso Grading plans and proposed remedial grading planso Site improvement plans, retaining wall plans and calculations, creek stabilization planso Storm Water Pollution Prevention Plans (SWPPP)• Geologic Hazard Abatement District (GHAD) proposals and plans of control, interim grading reports andrecord drawings, geologic and/or geotechnical engineering observations during remedial grading, fieldinspections, project coordination and meetings with City Staff and developer’s consultants. Geotechnicalengineering services for a variety of Public Works projects, Capital Improvement Program projects and/ormaintenance projects including roads, drainage, and other public facilities, and other tasks associatedwith Public Works infrastructure design, construction, and/or operation as assigned and directed by theCity Engineer.• Provide or sub-contract/sub-consult the following environmental sampling/analysis services:o Perform shallow soil sampling and analysis to pre-characterize the materials for off-site disposalpurposes and prepare a Summary Letter.o Prepare a site specific Health & Safety Plan (HASP), as necessary.• Examples of soil samples analyses are, but not limited to:o Total petroleum hydrocarbons as gasoline (TPHg), TPH as diesel (TPHd), and TPH as motor oil(TPHmo) by EPA Method 8015 using silica gel clean-up where appropriate.o Volatile Organic Compounds (VOCs) by EPA Method 8260B.o Semi-Volatile Organic Compounds (SVOCs) by EPA Method 8270B.o Organochlorine pesticides & PCBs by EPA Method 8081A/8082.o Total CAM 17 metals by appropriate EPA Methods.o Total hexavalent chromium.o Total Asbestos by CARB 435.Performance Measures1. Responsiveness and Timeliness:a. Consultant must adhere to the highest ethical standards in all interactions with clients,colleagues, and stakeholders.b. Consultant shall acknowledge City communications within two (2) business days and provide asubstantive response within four (4) business days.i. If the assigned staff are unavailable, the Consultant shall provide an alternate point ofcontact.ii. Consultant must participate in project meetings and timely delivery of Peer Reviewcomments to keep development timelines on track.c. Consultant must provide task order scope and fee proposals within 7 business days.i. Field investigations or soil sampling must be scheduled and initiated within 20 businessdays of authorization.ii. Consultant shall complete assigned tasks in accordance with schedules established inthe project scope or task order.d. Consultant shall notify the City as soon as reasonably practicable after becoming aware of aschedule conflict or potential delay, and no later than three (3) business days prior to theaffected deadline whenever feasible.i. The resolution shall be discussed during the next scheduled coordination meeting orsooner if requested by the City.e. Repeated failure to meet agreed deadlines without prior coordination may affect future taskassignments and may be considered in performance evaluation.2. Technical Quality & Peer Reviewa. Deliverables (GHAD, SWPPP, and Grading reports) must reflect Caltrans Standard Plans/Specsand require minimal substantive revision.b. All environmental analysis (TPH, VOCs, Metals, Asbestos) must strictly adhere to specifiedEPA/CARB Methods.c. Recommendations must be site-specific, constructible, and proactively identify geologic hazardsto minimize construction-phase claims.3. Schedule & Budget Reliabilitya. Consultant shall maintain a 90% on-time submission rate for all technical reviews and SummaryLetters.b. Consultant shall adhere to the agreed-upon budget for each project.c. Consultant shall notify the City in writing before exceeding 75% of the authorized task budgetand provide justification and a proposed scope or budget adjustment.4. Safety & Professional Conducta. Consultant shall submit a project-specific Health & Safety Plan (HASP) for approval prior to anyfield activity or remedial grading observation.b. Consultant shall ensure all testing and observations are documented clearly and comply withethical standards to avoid conflicts of interest between the City and developers.If the Consultant is unable to meet the timelines or requirements set forth in Exhibit A, the City will provide writtencomments outlining the deficient deliverables and will, in good faith, meet and discuss with the Consultantregarding their performance to understand the circumstances and collaboratively identify a resolution. Ifperformance issues persist, and the City can reasonably demonstrate that such issues are due to the Consultant’sactions or omissions, the City may, (i) temporarily withhold payment for the specific deliverables in question untilthey are satisfactorily completed and accepted, or (ii) request that the Consultant re-perform the services at noadditional cost. Repeated and material failure to meet agreed-upon performance measures, after reasonableopportunity to cure and upon substantiated fault of the Consultant, may constitute grounds for termination forcause.Process and General Conditions1.
