Project Description: General Notice
Jackson Township (Owner) is requesting Bids for the construction of the following Project:
Community and Concessions Building
Contract No. 25.62
Bids for the construction of the Project will be received by Jackson Township, online via PennBid, until June 01, 2026, 2025 at 2:00pm local time.
Separate Bids will be received for the following Contracts:

25.62A GENERAL CONSTRUCTION: This project involves a new concession area with covered seating, ADA men & women toilet rooms, a community room, offices, and a mechanical/janitor room. Sitework will entail site clearing, E&S controls, site grading, additional sidewalk areas, ADA curb ramp, and site restoration. In addition, extending new water, gas, sanitary and stormwater piping from the utility company’s main service lines shown on the drawings to within five feet from the building and to be connected to the same extended by the plumbing contractor from the building. The General Contractor will be responsible for General Construction, General Sitework, and project coordination of the HVAC, Plumbing, and Electrical prime contracts.
25.62B HVAC CONSTRUCTION: HVAC Contractor shall furnish and install a forced air heating system, toilet room exhausts, kitchen hoods, and associated controls. Each system shall be complete with controls, piping, ductwork and shall function per specifications. These systems shall also be complete with controls and all components necessary to function properly. Drawings refer to Mechanical Contractor, this is equivalent to HVAC Contractor. HVAC Contractor shall be responsible to coordinate their work with the other Prime Contractors.
25.62C PLUMBING CONSTRUCTION: Plumbing Contractor shall furnish and install a water and gas distribution system, plumbing fixtures, water heater, water and gas service entrances, downspouts, and grease trap. In addition, extending the new water, gas, and sanitary services and stormwater piping from the building to five feet from the building and to be connected to the same extended by the general contractor from the street or right-of-way. Plumbing Contractor shall be responsible to coordinate their work with the other Prime Contractors.
25.62D ELECTRICAL CONSTRUCTION: Electrical Contractor shall furnish and install a new electric service, interior and exterior lighting, all power, and conduit and junction boxes for the owner provided security system. The electrical system shall include lighting and power for the facility and equipment. All security devices, terminations, and wiring will be referenced in the security drawings and provided by the owner’s security vendor. Electrical Contractor shall be responsible to coordinate their work with the other Prime Contractors.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Architect/Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Instructions to Bidders.
Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%.
All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Statutory Requirements.
Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit (Section 004519 Non-Collusion Affidavit) with the bid.
Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972.
This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form (Section 004546) as a precondition for the Contract Award.
The estimated cost for each Contract or this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply.
All bids shall be irrevocable for 90 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142)].
Jackson Township reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Jackson Township, and to reject any or all bids.
