DESCRIPTION OF REQUIREMENTS AND SPECIFICATIONSBulk Concrete (Delivered)1.0 GENERALo All materials shall comply with Tennessee Department of Transportation StandardSpecifications for Road and Bridge Construction of latest date.o All concrete shall have a minimum of 6% air entrainment.o The City shall give a minimum 24-hour notice for delivery.o Delivery Location: F.O.B. Job Siteo All concrete shall be delivered within a 15-mile radius of the intersection of Volunteer Parkwayand State Street as specified by the City for each order.o The City reserves the right to award the bid on the basis of individual, categorical or in theaggregate, as may be deemed necessary and appropriate to meet the City’s specific needs.o Stated quantities on the Bid Pricing Sheet are estimates of usage for a twelve-month period.The City reserves the right to purchase increased or decreased amounts of each item as may bedeemed necessary at the prices quoted on this bid form. Releases shall be verbal and/or written; if verbal, a writtenconfirmation will follow.o Prices quoted shall remain firm for delivery from the date of contract award throughSeptember 30, 2027, and include all applicable charges including delivery. Prices may beextended beyond September 30, 2027 if both parties agree.2.0 DESCRIPTION OF MATERIALo (1) TDOT Class A Concrete (3000 psi)o (2) TDOT Class A High Early Concrete (3000 psi)o (3) TDOT Class D Concrete (4000 psi)o (4) TDOT Class D High Early Concrete (4000 psi)o (5) TDOT General Use Flowable Fill (30 psi minimum at 28-days, 140 psi maximum at 98-days)o (6) TDOT Early Strength Flowable Fill (30 psi minimum 24-hours, 140 psi maximum at 98-days)o (7) Concrete for placement with a curb extruding machine shall be TDOT Class A (3000 psi)concrete with the following exceptions; the slump shall range from 0 to 3 inches. The water andpercentages of fine and coarse aggregate may be adjusted within the limits specified (fineaggregate may range from 40 to 65%) to permit satisfactory placement.V. BID SUBMISSION INSTRUCTIONS• Seal bid response in an envelope plainly identified on the outside in the lower left corner of yourenvelope with the Bid Name and Number. The Vendor is responsible for insuring delivery on orbefore the bid opening date and time to City of Bristol Tennessee Purchasing Department, Attn:Vicki Riley, Purchasing Agent, 801 Anderson Street, Rm 203, Bristol, TN 37620.• Bids will be accepted at 801 Anderson Street, Rm. 203, Bristol, Tennessee 37620 until bidclosing. At such time names of bidders and bid amounts will be read publicly.• Please submit on (1) original complete bid• No oral, telephonic, telegraphic, electronic (E-Mail) or facsimile proposals will be considered.Late proposals will not be considered. It is the responsibility of the bidder to ensure that thebid arrives at the correct location by the correct time.Bid Packet must include:1. Signed Cost Sheet2. Each bid must be signed by the bidder with his/her original signature on the Bid Pricing Sheet for consideration. Bids bya Partnership must be signed with the partnership name by one of the members of the partnership, or by an authorizedrepresentative, followed by the signature and title of the person signing. Bids by Corporations must be signed with thename of the corporation, followed by the signature and designation of the president, secretary, or person authorized tolegally bind the corporation.2. Bids must be received prior to the specified time of closing as designated in the invitation. Bids received late will bereturned unopened to the bidder.3. Envelopes must be sealed (taped or glued) when submitted and must be properly noted with the bid reference numberand the description of the bid item. Separate bids must be submitted for each reference number. The City will not beheld responsible for the premature opening of unmarked envelopes if sent through regular mailing system. Facsimiletransmissions of bidding documents will not be accepted.4. Bids containing erasures or corrections thereon will be rejected unless said erasures or corrections are noted over theinitials or signature of the bidder.5. Bids may be submitted on any one item or any group of items unless otherwise stated herein. The unit price must beshown for each item or group of items as requested.6. All prices quoted shall be United States currency. Prices shall be stated in units of quantities specified.7. Prices quoted, unless otherwise stated by bidder, will be considered as being based on delivery to destination as designatedand to include any charges for packing, crating, containers, etc., and being in strict accordance with specifications as shown.8. Samples, when requested, must be furnished free of expense prior to the opening of bids and if not destroyed will, uponrequest, be returned at the bidder’s expense.9. References in the Description of Requirements and Specifications describing the material, supplies, or services requiredof a particular trade name, catalog or model number are made for descriptive purposes to guide the bidder ininterpreting the type of material or supplies or nature of the work described. They should not be construed as excludingoffers on other type of materials and supplies or of performing the work in a manner other than specified. However, thebidders attention is called to Paragraph 6 of the General Conditions which must be strictly adhered to.10. All bids shall remain valid for a period of sixty (60) days after bid opening unless a longer period is otherwise statedherein.11. Bids are to be mailed to or delivered to the Purchasing Department, Bristol City Hall, 801 Anderson Street, Room 204,Bristol, Tennessee 37620. One original and one copy of each bid proposal must be submitted for review, unlessotherwise stated.12. The City of Bristol is tax-exempt and sales taxes are not to be included on the bid. Any bid including sales taxes will beadjusted at the time of the bid opening. The City’s sales tax exemption number will be provided to the successful bidder.13. In the event bidder fails to honor bid, they will be declared non-responsible and removed from future bid opportunities.If bidder is submitting equipment from current inventory, the bid must be valid for a period of sixty (60) days after bidopening and cannot be subject to prior sale provisions.4
