Broadway Pedestrian Improvements

WIN 027356.00 South Portland Bid 28-26

Sealed bids for construction of the Broadway Pedestrian Improvements (Bid 28-26) will be received by the City of South Portland Purchasing Office, South Portland City Hall, 25 Cottage Road, South Portland, ME 04106 until July 2, 2026, at 2:00 p.m. local time and then at said office publicly opened and read aloud. Bids submitted after this time will not be accepted. Each bidder must submit a single sealed envelope, the outside of which must be clearly marked "Broadway Pedestrian Improvements (Bid 28-26).”

The lowest responsive bidder must have completed, or successfully complete, a Highway or Project-Specific prequalification through the Maine Department of Transportation to be considered for the award of this contract.

Location

The Broadway Pedestrian Improvements is located at various crossings along Broadway, beginning 0.25 miles east of Route 1 extending northeast approximately 3 miles to the intersection with Breakwater Drive. The project also includes work on Hill Street at the intersection with Broadway.

Outline of Work

The work includes: Targeted spot improvements to pedestrian crossing facilities, the realignment of Hill Street with Broadway, and the construction of bituminous sidewalk with associated concrete slipform curb, drainage, and paving. Additional work includes, but is not limited to, earthwork, pavement marking installation, installation of pedestrian crossing beacons, installation of bituminous islands, pedestrian and vehicular traffic control, and all associated work as shown on contract drawings and documents.

Basis of Award

Contract shall be awarded to the responsible bidder whose bid, complying with conditions and requirements provided in this Notice and Bid Form, is the lowest total bid as identified on the Bid Form.

Other Information

The contractor shall make note of the schedule requirements presented in the contract documents. The City has established a start date any time following approval of required submittals. The project shall be Complete, including finish pavement by November 15, 2026 and the Contractor shall work continuously upon commencement of the work.

Hard copies of Contract Documents may be obtained upon payment of a fee of $100.00 per set. Plans and specifications will be available on June 10, 2026, after 10:00 a.m. Partial sets will not be distributed. All requests for mailed documents must be accompanied by an additional non-refundable fee of $25.00 to cover postage and handling. Checks should be made payable to SEBAGO TECHNICS. Credit cards will not be accepted. Payments are non-refundable.

To be considered a responsive Bidder, the Contractor shall have obtained one set of plans and specifications electronically (PDF format) from the Engineer (Sebago Technics). The bid will not be awarded to the Bidder unless a record for obtaining documents from the Engineer exists in the office of the Engineer.

A Mandatory Pre-Bid Conference will be held for General Contractors via Google Meet on June 25, 2026, at 9:00 a.m. at the following link:

Questions received less than five (5) working days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding.

Each Bid must be made upon blank forms provided by the Municipality and must be accompanied by a bid bond of 5% of the bid amount or an official bank check, cashier’s check, certified check, certificate of deposit, or United States postal money order for 5% of the bid amount, payable to Municipality of South Portland, as a Bid Guaranty. A Contract Performance Surety Bond and a Contract Payment Surety Bond, each for 100% of the Contract price, shall be required of the successful Bidder.

This Contract is subject to all applicable state laws.

All work shall be governed by the MaineDOT’s Standard Specifications (March 2020) and Standard Details (March 2020), available online: www.maine.gov/dot/doing-business/bid-opportunities/standards .

The Municipality reserves the right to reject any or all bids.
