Bid Schedule A includes an emergency generator system for the airfield lightingvault. Bid Schedule B the variable width taxilane pavement widening and isolated pavement repairs, new43’ x 42’ helipad including edge lighting. Electrical contractors can bid as prime contractor on only BidSchedule A if desired (while also submitting prices as a subcontractor for Bid Schedule B), and paving/sitecontractors can bid on only Bid Schedule B if they desire. Bidders are not required to submit bids on all bidschedules but shall submit bids for all schedules that apply to their field of expertise.CONTRACT TIMEThe Project is to be completed within a maximum of 60 consecutive calendar days (depending on bidschedule) from the commencement date specified in the written Notice to Proceed. The project will beconstructed in multiple phases, some of which will require work within the taxiway safety areas.PRE-BID CONFERENCEThere will be a VIRTUAL Microsoft Teams pre-bid conference for the project at 11:00 A.M. on March 30,2026, due to compressed bid period. Proposals will be received in the JasperCounty Government Building at the Office of Ms. Kimberly Burgess, Director of Administrative Services, 358Third Avenue, Ridgeland, South Carolina 29936 until 2:00 P.M. on Monday, April 6, 2026, at which timeand place bids will be publicly opened and read aloud after the designated time. The successful Bidder will be required to furnish a W-9 and a certificate of insurance showing liability and workers compensation coverage, and a valid businesslicense for Jasper County and the Town of Ridgeland.Each Bidder must be qualified under the provisions of the most current State of South Carolina Contractor’sLicensing Law Code. No bid will be considered unless the bidder is legally qualified under the provisions ofthe South Carolina Contractor’s Licensing Law. Workers' Compensation - The vendor shall provide coverage for its employees with statutoryworkers' compensation limits, and no less than $1,000,000.00 for Employers' Liability. Said coverageshall include a waiver of subrogation in favor of the OWNER and its agents, employees, and officials.2. Commercial General Liability - The vendor shall provide coverage for all operations including, butnot limited to Contractual, Products and Completed Operations, and Personal Injury. The limits shallbe no less than $ I,000,000.00, per occurrence, with a $2,000,000.00 aggregate.3. Business Automobile Liability - The vendor shall provide coverage for all owned, non-owned andhired vehicles with limits of not less than $1,000,000.00, per occurrence, Combined Single Limits(CSL) or its equivalent.BID SECURITYBid security in the form of a bid bond or check, made payable to Jasper County, South Carolina, equal to 5%of the total bid is required. Contract security in the form of 100% Performance and Payment Bonds will berequired. No bid may be withdrawn after closing time for the receipt of proposals for a period of sixty (60)days. A Notice-of-Award for the Contract will be issued once a successful bidder has been determined.SOLICITATION REQUIREMENTSTo be eligible for consideration, Bidders must comply with the following Criteria:• Bidder must be licensed in accordance with the Provisions of Sections 40-11-5 through 40-11-430 ofthe Code of Laws of South Carolina as amended.• Bidder must comply with all applicable federal, state, and local laws pertaining to the required servicesincluding, but not limited to, Equal Employment Opportunity provisions, Drug-Free Workplace provisions,the Jasper County Procurement Policies, wage provisions, Buy American requirements, DisadvantagedBusiness Enterprise provisions, Department of Labor requirements, and all conditions of the BidDocuments.The successful bidder shall commence work with adequate force and equipment on a date to be specified in awritten order of the Owner and shall complete work within the time prescribed in the Contract Documents. Bysubmitting a Bid, the Contractor certifies that he has under his direct control or at his disposal the men, equipment,and materials required to execute this work as specified. Lack of such control or availability of men, equipment,and materials shall constitute failure to properly execute the contract. Performance and Labor and MaterialPayment Bonds will be required for 100 percent of the Contract Price.This project is funded under provisions of the Airport and Airway Safety and Capacity Act of 1987.
