This project generally consists of construction of emergency generator system, taxilane pavement widening,

and a new 43’x42’ helipad. Bid Schedule A includes an emergency generator system for the airfield lighting

vault. Bid Schedule B the variable width taxilane pavement widening and isolated pavement repairs, new

43’ x 42’ helipad including edge lighting. Electrical contractors can bid as prime contractor on only Bid

Schedule A if desired (while also submitting prices as a subcontractor for Bid Schedule B), and paving/site

contractors can bid on only Bid Schedule B if they desire. Bidders are not required to submit bids on all bid

schedules but shall submit bids for all schedules that apply to their field of expertise.

CONTRACT TIME

The Project is to be completed within a maximum of 60 consecutive calendar days (depending on bid

schedule) from the commencement date specified in the written Notice to Proceed. The project will be

constructed in multiple phases, some of which will require work within the taxiway safety areas.

PRE-BID CONFERENCE

There will be a VIRTUAL Microsoft Teams pre-bid conference for the project at 11:00 A.M. on March 30,

2026, due to compressed bid period. Contractors are encouraged to visit the site to familiarize themselves

SUBMITTAL OPENING

JASPER COUNTY and RIDGELAND-CLAUDE DEAN AIRPORT will receive sealed proposals for the 2026

EMERGENCY GENERATOR, TAXILANE WIDENING AND HELIPAD PROJECT at the Ridgeland-Claude

Dean Airport, FAA AIP Project No. 3-45-0048-019-2026/-020-2026. Proposals will be received in the Jasper

County Government Building at the Office of Ms. Kimberly Burgess, Director of Administrative Services, 358

Third Avenue, Ridgeland, South Carolina 29936 until 2:00 P.M. on Monday, April 6, 2026, at which time

and place bids will be publicly opened and read aloud after the designated time. Bids received after the

stated time will not be accepted. All interested parties are invited to attend.

Five (5) copies of the submission must be received in a sealed package and addressed to Kimberly Burgess,

Director of Administrative Services, Jasper County, and labeled with the Project Name, FAA AIP Project

Number, and the Submitter’s name and address.

SOLICITATION DOCUMENTS

Submitters may obtain complete sets of the Solicitation Documents by downloading them from Holt Consulting’s

online planroom (https://www.questcdn.com/bidders/). To submit a bid on this project, Bidding and Contract

Documents must be ordered and purchased directly from Quest CDN. Bid documents will be available for

download by end of day on March 23, 2026. Download will require a free membership to Quest CDN online

plan room. Create free user account and password, then login. Go to www.holtconsultingco.com, select the

“PLANROOM” link and you will be directed to the project documents. Download cost for PDF documents is

$22.00. Documents may then be printed at any reprographics company convenient to the bidders.

BID REQUIREMENTS

Bids should be submitted on company letterhead or on a document which provides Bidder name, address,

phone number and other pertinent contact information. The successful Bidder will be required to furnish a W-

9 and a certificate of insurance showing liability and workers compensation coverage, and a valid business

license for Jasper County and the Town of Ridgeland.

Each Bidder must be qualified under the provisions of the most current State of South Carolina Contractor’s

Licensing Law Code. No bid will be considered unless the bidder is legally qualified under the provisions of

the South Carolina Contractor’s Licensing Law. By submitting a bid Bidder is certifying that it has

independently determined that its licensure is adequate to authorize it to submit the bid.

All Bids will remain subject to acceptance for ninety (90) days after the day of the Bid opening. The County

of Jasper (Owner) reserves the right to reject any or all bids, including without limitation the right to reject any

or all nonconforming, non-responsive, unbalanced or conditional Bids. Owner also reserves the right to waive

all informalities not involving price, time or changes in the Work and to negotiate contract terms with the

Successful Bidder.

CONTRACTOR INSURANCE REQUIREMENTS

1. Workers' Compensation - The vendor shall provide coverage for its employees with statutory

workers' compensation limits, and no less than $1,000,000.00 for Employers' Liability. Said coverage

shall include a waiver of subrogation in favor of the OWNER and its agents, employees, and officials.

2. Commercial General Liability - The vendor shall provide coverage for all operations including, but

not limited to Contractual, Products and Completed Operations, and Personal Injury. The limits shall

be no less than $ I,000,000.00, per occurrence, with a $2,000,000.00 aggregate.

3. Business Automobile Liability - The vendor shall provide coverage for all owned, non-owned and

hired vehicles with limits of not less than $1,000,000.00, per occurrence, Combined Single Limits

(CSL) or its equivalent.

BID SECURITY

Bid security in the form of a bid bond or check, made payable to Jasper County, South Carolina, equal to 5%

of the total bid is required. Contract security in the form of 100% Performance and Payment Bonds will be

required. No bid may be withdrawn after closing time for the receipt of proposals for a period of sixty (60)

days. A Notice-of-Award for the Contract will be issued once a successful bidder has been determined.

SOLICITATION REQUIREMENTS

To be eligible for consideration, Bidders must comply with the following Criteria:

• Bidder must be licensed in accordance with the Provisions of Sections 40-11-5 through 40-11-430 of

the Code of Laws of South Carolina as amended.

• Bidder must comply with all applicable federal, state, and local laws pertaining to the required services

including, but not limited to, Equal Employment Opportunity provisions, Drug-Free Workplace provisions,

the Jasper County Procurement Policies, wage provisions, Buy American requirements, Disadvantaged

Business Enterprise provisions, Department of Labor requirements, and all conditions of the Bid

Documents.

The successful bidder shall commence work with adequate force and equipment on a date to be specified in a

written order of the Owner and shall complete work within the time prescribed in the Contract Documents. By

submitting a Bid, the Contractor certifies that he has under his direct control or at his disposal the men, equipment,

and materials required to execute this work as specified. Lack of such control or availability of men, equipment,

and materials shall constitute failure to properly execute the contract. Performance and Labor and Material

Payment Bonds will be required for 100 percent of the Contract Price.

This project is funded under provisions of the Airport and Airway Safety and Capacity Act of 1987. Certain

mandatory federal requirements apply to this solicitation and will be made a part of any contract awarded:

(a) Presidents Executive Order No. 11246 as amended by 29 CFR Part 30 and 41 CFR Part 60.

(b) Davis Bacon and Related Acts, 29 CFR Parts 1, 3 and 5.

(c) Copeland Act, 29 CFR Part 3.

(d) Contact Work Hours and Safety Standards Act.

(e) Title VI of Civil Rights Act of 1964.

(f) Disadvantage Business Enterprises (DBE) participation as required as described in 49 CFR Part 23

and Part 26 and all pertinent amendments are not being enforced on this project. No DBE goal for

the project is being provided.

STATE ETHICS ACT

For all actions involving procurement of supplies, services, or construction for the Jasper County and Ridgeland-

Claude Dean Airport, the provisions of Chapter 13 of Title 8 (State Ethics Act) of the South Carolina Code of

Laws, 1976, [8-13-100 – 8-13-1520], as it may be amended from time to time, shall be complied with.

Jasper County (the Owner) reserves the right to waive any informalities or irregularities in the bids received,

to negotiate certain or all contract bid items, to reject any or all bids and to award or refrain from awarding

the contract for the work, whichever is deemed to be in the Owner's best interests.
