NOTICE TO BIDDERSSeparate sealed bids for the CIP26-014-Pine Drive (Parker Square Drive to Rodeo Circle)Reconstruction as described in the CONTRACT DOCUMENTS, will be received by electronic bidthrough Rocky Mountain E-Purchasing System until 11:00 AM local time, April 22, 2026, and thenpublicly opened and read aloud via an online Zoom conference. The Zoom conference information will beadded to BidNet via a Communication prior to the bid date.Electronic construction plans, specifications and forms for preparing bids may be obtained on RockyMountain £-Purchasing System on or after 9:00 a.m. on March 31, 2026.All bids must be accompanied by a Bid Bond in an amount of at least five percent (5%) of the Bid. Thevendors can upload their bid bond when responding online. The bond will be retained by the Town asliquidated damages if the successful bidder refuses or fails to enter into a Contract and Performance,Payment and Maintenance bond in accordance with his bid when notified of the award.The Town shall issue a written addendum if substantial changes which impact the technical submission ofBids are required. Addenda will be posted on the Rocky Mountain E-Purchasing System. Plan Holdersare responsible for either revisiting website prior to the due date to ensure that they have any addenda whichmay have been issued after the initial download.The Plan Holder shall certify its acknowledgment of the addendum by signing the addendum and returningit with its Bid. In the event of conflict with the original contract documents, addenda shall govern all othercontract documents to the extent specified. Subsequent addenda shall govern over prior addenda only tothe extent specified.The extent of the work is approximately as follows:The project consists of reconstructing Pine Drive north from Hilltop Road to Rodeo Circleplus improvements to Pine Drive south from Hilltop Road to Parker Square Drive.The scope of the work consists of but not limited to removal of concrete pavement (2,900SY), unclassified excavation (1,100 CY), aggregate base course (1,100 CY), and hot mixasphalt (1,000 TON). In addition, there is associated traffic signal work, pavementmarkings, traffic control and erosion control. There is a schedule incentive/disincentive onthis project.Bids may not be withdrawn for a period of forty-five (45) days after the time fixed for closing them.The Owner reserves the right to waive irregularities, to waive technical defects accordingly asthe best interest of the Town may be served, may reject any and all bids, and shall award thecontract to the lowest responsible bidder as determined by the Owner.All bidders questions and inquiries shall be directed to the Town of Parker's Project Manager, Tom Gill,t ill a arkerc ov, 303-805-3190Tom Williams, PE, Director of Engineering/Public WorksThis Notice to Bidders is not valid without the above signature.NOTICE TO NONRESIDENT BIDDERSThe purpose of this notice is to comply with C.R.S. § 8-19-104(3). If a nonresident bidder is from a state that provides a bidding preference tobidders from that state, then a comparable percentage disadvantage will be applied to the bid of that nonresident bidder.
