PART 1. GENERAL

1.1 COMPETITIVE COST SEALED BIDS

Sealed bids for construction of the South Lowndes LAS Phase I Expansion - Contract B:

Irrigation Pump Station Upgrades will be received until Tuesday, November 25, 2025 at

2:00 p.m. at Lowndes County Administration Building, Utilities Department Conference

Room, 327 N. Ashley Street, Valdosta, GA 31601, at which time and place they will be

publicly opened and read aloud. Any bid received after said time and date will not be

considered by the Owner. No bid may be withdrawn after the closing time for the receipt

of bids for a period of sixty (60) days except as specifically may be provided in the

Instructions to Bidders and/or by State law.

1.2 SCOPE OF WORK

Contractor shall construct components necessary to upgrade the existing Irrigation Pump

Station as shown in the Drawings and as specified herein, including but not limited to:

demolition of existing pump station skid (including mounted pumps and piping) and

above ground piping, installation of new pre-fabricated pump station (enclosure with

pumps, piping, valves and electrical components), installation of new station piping

(above ground and buried) with connection to existing irrigation header piping,

modifications to existing concrete wet well and slab to support new enclosure,

replacement of existing channel slide gates, installation of bypass pipe assemblies on new

header piping, and installation of generator and automatic transfer switch for backup

power. Work also includes electrical and local controls at new equipment; related site and

miscellaneous work, such as: coatings, soil erosion and sediment control, etc.;

mobilization/demobilization, bonds, insurance, and all appurtenances necessary for

completion of the work as shown on the Drawings and as specified in the Contract

Documents.

Time allotted for completion of work is 180 consecutive calendar days. All Work shall

be completed in accordance with the plans and specifications. The Work will be awarded

in one (1) Contract.

1.3 PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS

1.4 MANDATORY PRE-BID CONFERENCE

A mandatory pre-bid conference for the Project will be held on Wednesday, November 12,

2025 at 10:00 a.m. at Lowndes County Administration Building, Utilities Department

Conference Room, 327 N. Ashley Street, Valdosta, GA 31601. Bids will not be accepted

from Bidders that do not attend the mandatory pre-bid conference.

1.5 CONTRACTOR LICENSE

The Scope of Work as described herein is defined as “utility contracting” in accordance

with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of

a valid license by the State of Georgia as a “Utility Contractor” and must also employ a

“Utility Manager” certification holder who will have oversight of all utility work. See

Instruction to Bidders for additional bidding requirements.

1.6 BONDS

Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not

less than 10% of the base bid. All bonds shall be by a surety company licensed in

Georgia with an “A” minimum rating of performance and a financial strength of at least

five (5) times the contract price as listed in the most current publication of “Best’s Key

Rating Guide Property Liability”. Performance and Payment Bonds, each in an amount

equal to 100% of the contract price shall be required of the successful bidder if contract is

awarded. Each Bond shall be accompanied by a “Power of Attorney” authorizing the

attorney-in-fact to bind the surety and certified to include the date of the bond.

1.7 PERMITS

All permits required for this project are expected to be acquired prior to construction.

1.8 EASEMENTS & RIGHTS-OF-WAY

All easements and rights-of-way for permanent installations have been obtained or will

be obtained by the Owner prior to issuing the Notice to Proceed.

ADVERTISEMENT FOR BIDS

1.9 GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT

All qualifying Contractors and Subcontractors performing work with the Lowndes

County Board of Commissioners must register and participate in the federal work

authorization program commonly known as E-Verify, or any subsequent replacement

program, to verify the work eligibility information of new employees. In order for a Bid

to be considered, it is mandatory that the Bidder’s Affidavit of Compliance with

O.C.G.A. §13-10-91 be completed and submitted with the Bid.

1.10 FUNDING SOURCES

This project is funded in part or whole by American Rescue Plan Act Funds through the

Governor’s Office of Planning & Budget (OPB) State Fiscal Recovery Fund (SFRF)

grant program. All Bidders must comply with 41 CFR 60-4, in regard to affirmative

action, to ensure equal opportunity to females and minorities and will apply the

timetables and goals set forth in 41 CFR 60-4, as applicable to the area of requirements,

including those outlined in Appendix II of 2 CFR 200, as well as existing State public

works construction requirements. Applicable Federal requirements are included in the

contract documents.

1.11 RESERVATION OF RIGHTS

Owner reserves the right to reject any or all Bids, including without limitation, the rights

to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to

reject the Bid of any Bidder if Owner believes that it would not be in the best interest of

the Project to make an award to that Bidder, whether because the Bid is not responsive or

the Bidder is unqualified or of doubtful financial ability or fails to meet any other

pertinent standard or criteria established by the Owner.
