Project Description: Lehman College (“College”) of The City University of New York (“University”) is seeking proposals from experienced and qualified vendors to provide on a lump sum, turnkey basis, all labor, materials, supplies and equipment to provide a cost-effective Central Heating and Water Treatment System Program for corrosion and deposit control to protect the College’s heat transfer equipment and piping as set forth in greater detail herein and in accordance with the Specifications provided. Pursuant to its discretionary authority under the New York State Education Law and State Finance Law, this procurement opportunity is limited to businesses certified pursuant to Articles 15-A (MWBE) of the New York State Executive Law. Lehman College operates a high-pressure steam central heating plant for distributing steam to individual buildings for heat and hot water and a hybrid central chiller flat with electric and steam turbine chillers for chilled water which is distributed to buildings for cooling.
The contract Term shall be for one (1) year with four (4) additional one-year renewal options, to be exercised at the College’s sole discretion. The College anticipates a start date that coincides with the first day of the Fall 2025 semester.
The College shall evaluate proposals to determine the proposal that provides the best value to the College in accordance with the scoring criteria set forth in Part 6 of this RFP, and enter into contract with the selected vendor to: (a) Reduce fuel and electrical consumption through improved heat transfer efficiency by minimizing scale, corrosion, fouling, and microbiological growth, which create deposits on heat transfer surfaces; (b) Minimize repair and maintenance costs associated with replacement and cleaning of equipment due to scale, corrosion, fouling, or microbiological activity ; (c) Provide scale and corrosion protection for condenser water systems, cooling towers, chillers and chilled water systems, steam boilers, deaerators, steam/condensate lines, closed chilled water loops, and heating hot water loops while maximizing efficiency and performance; (d) Maintain compliance with the local, state, and federal Legionella control regulations; and (e) Comply with industry best practices for water treatment programs.

Required Forms: Vendor shall complete, sign and submit the following forms if they are selected:
- “Offeror’s Affirmation of Understanding of and Agreement pursuant to State Finance Law § 139-j (3) and § 139-j (6) (b)”
- “Offeror’s Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law §139-j and §139-k”
Under the requirements of the State Procurement Lobbying Act all communications regarding advertised projects are to be channeled through the Office of University Controller (*Designated Contacts). Until a designation is made, communication with any other CUNY employees concerning this project that is determined to be an attempt to influence the procurement may result in disqualification.

Under the requirements of the PLA, all communications regarding advertised projects are to be channeled through the Designated Contact. Communication with respect to this procurement initiated by or on behalf of an interested vendor through others than the Designated Contact may constitute an “impermissible contact” under NYS law and could result in disqualification of that vendor.
