Planning Consultant Services for Code Audit and Amendments Project (PP 25-0002)

Summary

The City of Lake Oswego is seeking a qualified consultant to assist in performing an audit of the Community Development Code (CDC), LOC Chapter 50, to identify barriers to housing production and economic development, then implement code amendments to address those barriers. The selected consultant must have expertise in land use regulations, economic development, and equitable community engagement, and be available to begin work no later than the week of May 11, 2026.

The CDC governs land use and development within the city. Although the Planning Department prepares annual housekeeping amendments to maintain compliance with state law, improve clarity and predictability, and address issues encountered by staff and the public, a comprehensive audit and update of the CDC is needed. A full review is necessary to ensure compliance with new state mandates to increase housing production, to support implementation of the City’s Economic Development Strategy and Resource Plan, and to address the overall complexity that has accumulated in the CDC over time.

The CDC’s last major updates included the 2022 adoption of middle housing regulations in accordance with HB 2001 (2019) and the 2024 repeal of minimum parking requirements to comply with the State of Oregon’s Climate Friendly and Equitable Communities (CFEC) rules. Both the City’s Economic Development Strategy and Resource Plan (2022) and Housing Production Strategy (2024) identify the need for a comprehensive CDC analysis. In addition, a 2025 City Council Initiative directs staff to “begin a comprehensive review of the Development Code to identify barriers to housing production and economic development and implement code amendments to address these barriers,” as part of the Council’s goal to “plan for change and growth, with a focus on enhancing the community’s quality of life and sense of place.”

• Questions or comments regarding the RFP should be directed to: planning-rfp-bids@LakeOswego.city . Questions must be submitted in writing and received by Wednesday, February 25, 2026 by 4:00 PM.
• RFP Amendments: Any amendments to the RFP will be posted to the City’s Bid & RFP webpage not less than 7 days prior to the date for submission of proposals. Persons/firms that are registered on the planholder’s list for this project will be sent an email notice of any RFP amendment. Persons/firms are responsible for checking the City’s Bid & RFP webpage for this project to verify that the proposer has received all RFP amendments prior to submission. Unless otherwise specified within an addendum, the City’s issuance of an amendment will not extend the proposal due date and time. Minor clerical errors related to or within addenda issued by the City, including clerical errors in an addendum’s numbering or title, do not remove the responsibility of the proposer to review and acknowledge all amendments. If there are any questions related to the contents of the amendments, or how to interpret them, it is the responsibility of the proposer to elevate those concerns for the City’s consideration. No proposal will be considered if it is not responsive to any issued RFP amendments. Statements made by the City's representatives are not binding on the City unless confirmed by a written amendment.
