By submitting a response to this solicitation, theProposer accepts the responsibility for downloading, reading and bidding by the termsand conditions set forth in the City’s “General Information for Vendors.”In your proposal, please specify whether you currently have, or are in the process ofdeveloping, a domestic violence policy. If you do not have such a policy, let us know ifyou would like to receive a copy of the City of Bangor's policy as a reference.III. SubmissionFor consideration, submit the proposal Bid Form (page 6) and all materials requested inSection XII. Qualifications electronically or in an envelope via submission methods listedbelow. Pre-Bid MeetingThe City of Bangor will host a pre-bid meeting at 2:00 PM on Wednesday, February 11.2026 at the Bangor Fleet Maintenance, 481 Maine Avenue, Bangor, Maine. This meetingwill provide an opportunity for potential bidders to ask questions and tour the worksite.Due to scheduling constraints, attendance at the meeting is not required but stronglyencouraged.V. QuestionsAny questions must be directed in writing to bids@bangormaine.gov no later than 4:30PM, Friday, February 20, 2026.The City will provide a response by 4:30 P.M. on Friday, February 27, 2026. Thisresponse will be in the form of an addendum, accessible on the City's website.Notifications will be sent to those who have signed up to receive notifications atwww.bangormaine.gov/bids through NotifyME. Notifications will be sent when newaddenda are released.VI. Late ProposalsIt is the responsibility of the Proposer(s) to see that their proposals have sufficient time tobe received by the Purchasing Department before the submittal deadline. Any proposal,portion of a proposal, or unrequested proposal revision received at the City of BangorPurchasing Department after the time and date specified, will be returned to the Bidderunopened.P26-37Page 2 of 6Vehicle Wash SystemVII. Withdrawal of ProposalsNo Proposer may withdraw their bid for a period of ninety (90) days from the date ofopening. All proposals shall be subject to acceptance by the City during this period.To withdraw a proposal prior to the opening, the proposer shall request the withdrawalin writing. All costs associated with the withdrawal (i.e. mailing fees) will be borne by theProposer.VIII. RejectionThe City reserves the right to reject any proposals, waive any informalities or defects inproposals, or accept a higher-cost proposal if it is deemed to be in the best interest of theCity. The City also reserves the right to request clarification of any details from thesuccessful Proposer. The evaluation of proposals and determination of the award will beat the discretion of the City and its judgment shall be final and without right of recourseby any Proposer.IX. Information for ProposersA. Tax Exclusion: All Federal and State taxes must be excluded from the proposalprice. Upon request, a tax exemption certificate for the City of Bangor shall befurnished to the successful Proposer.B. Bid Form and Requirements: The Bid Form (page 6) and all materials requestedin Section XIII. Qualifications must be completed and returned with the proposal tobe considered responsive.C. Required Insurance: Proposers are required to maintain the following insurancepolicies throughout the life of the project and name the City of Bangor as anadditional insured where applicable and may be required to provide proof:1. Worker’s Compensation Insurance2. Employer’s Liability Insurance3. Comprehensive AutomobileLiability4. ObjectivesRemove the City of Bangor’s existing vehicle wash system that is approximately twenty-years old. The City of Bangor requires a reliable vehicle wash system. The City wants thevehicle wash system as outlined in this RFP and in pursuing this objective the City seeksto find the most cost-effective solution with an eye toward value and reliability.P26-37Page 3 of 6Vehicle Wash SystemXI. Scope of WorkThe company awarded this contract will be responsible for:A. Truck wash system with recycle, two chemical arches that can accommodate anodd-shaped fleet, city vehicles, municipal garage, snow plows, salt trucks, andhighway department vehicles.B. Red - green entrance traffic light.C. All drive-through arches will be fifteen feet (15’) tall minimum and twelve feet (12’)wide minimum.D. Two stainless steel chemical arches.E. Spinner archF. Rear Wash arch.G. Stainless steel rinse arch.H. Under chassis spinner wash.I. Final blower arch.J. Recycle intake filter stainless steel.K. Reclaim module.a. 75 HP pumpb. Recirculation pumpc. 7.5 HP pick up pumpd. Three-way co-ax valvee. Bio-remediation Systemf. Automatic Aeration Systemg. Self-Cleaning Cyclonic Filtration Systemh. Electrical Slave Control Panel.L. One hundred ten feet (110’) feet of tire guides.M. Control valves, rear arch photo eye, photo eyes.N. Air compressor, boost pump, float switches, chemical pumps.O. Master control panel motor starters, PLC HMI.P. Fresh water winter operations option.Q. Water softenerR. Natural gas water heater.S. Step up transformer for recycle panel 208 to 460V.T. Fire hose system thirty (30) hp pump, two hose reels with start stop stations.U. 80 HP blower, electrical panelV. WarrantyProposer must provide information on equipment and installation warranties for allprovided elements of the bid. At a minimum, this should include a one-year workmanshipwarranty on all wash bay components.XIII. Qualifications of ProposerTo be considered for award of this contract, the Proposer must provide documentationthey meet the following minimum qualifications:A. The Proposer must be organized for the purpose of providing system design,installation, and maintenance of a vehicle wash system.B. The Proposer must have a proven ability to commence work within threemonths of contract award.C. The Proposer must have qualified and trained staff with sufficient back-uppersonnel to complete the contract requirements. Personnel must includeexperienced certified “industry standard” staff available for system design andsystem implementation. Experience with government and municipalities ispreferred.D. The Proposer must have the central office capability to supervise and monitorthe program ensuring satisfactory provision of services.E. The successful Proposer shall provide evidence of insurance, includingworkers’ compensation, liability and property damage insurance, beforecommencement of work.XIV. Award of ContractThe City will select the proposal deemed most advantageous, appropriate and beneficial tothe City. The contract will be awarded by the City to the proposer best able to provide theservices required.
