TWO 6-INCH CENTRIFUGAL PUMPS WITH TANDEM AXLE TRAILERS
I. STATEMENT OF WORK
A. SCOPE
It is the intent of these specifications, terms, and conditions to describe requirement to
furnish and deliver two 6-inch self-priming centrifugal pumps with D.O.T. highway
tandem axle trailers, f.o.b. destination, to the District’s Stockton Service Center, 1804
West Main Street, Stockton, California 95203.
East Bay Municipal Utility District (District) intends to award a contract to the lowest cost
bidder(s) whose response meets the District’s requirements.
B. BIDDER QUALIFICATIONS
1. Bidder Minimum Qualifications
a. Bidder, bidder’s principal, or bidder’s staff shall have been regularly
engaged in the business of providing self-priming centrifugal pump
equipment for at least three (3) years.
b. Bidder shall be a certified authorized manufacturer, dealer, or provider.
c. Bidder shall possess all permits, licenses, and professional credentials
necessary to supply product and perform services as specified under this
RFQ.
C. SPECIFICATIONS
1. This District requirement is for two (2) diesel engine driven 6” self-priming
centrifugal pumps with D.O.T. Highway Tandem Axle Trailers with surge brakes,
2-5/16” ball hitch & jack with foot pad, or pre-approved equal that meets all
named specifications. All products shall be in new and unused condition and shall
be of the most current and up to date model.
2. TO BE CONSIDERED RESPONSIVE/RESPONSIBLE ALL ELIGIBLE SPECIFIED
EQUIPMENT MUST BE DISTRICT PRE-APPROVED, BEFORE BID ACCEPTANCE FOR
BID OPENING.
3. All prospective bidders must submit by June 2, 2026, a Mandatory Equipment
Proposal for Pre-Approval Request with completed EXHIBIT D (REQUIRED
MINIMUM SPECIFICATIONS SHEET) for their manufacturer/models of pumps
and trailers.
The District will evaluate proposal submittals and subsequently on June 16,
2026, issue an addendum listing all pre-approved units.

4. Manufacturer/Models will be considered as part of this equipment pre-approval
submittal process, provided that, by June 2, 2026, interested parties shall have
submitted equipment proposals for approval as detailed below:

bidding period shall be furnished in writing to:

Outside of mailing envelope shall be marked “Equipment Proposal Request
for Pre-Approval on RFQ No. 2602A.” The requests for pre-approval must
be submitted by June 2, 2026.
b. Proposals shall be accompanied by complete technical and descriptive data
necessary to determine equality of the material, product, thing, or service.
Samples shall be provided when requested. The burden of proof as to
availability, comparative quality, suitability, and performance of the
proposed substitution shall be upon the bidder. The bidder will not be
reimbursed for any work and costs necessary for making the substitution
workable. Proposals will be evaluated and deemed accepted, rejected, or
incomplete by the District; the District will be the sole judge as to such
matters. If an equipment proposal request is accepted, bidders will be
notified by addenda on June 16, 2026.
5. The Centrifugal Pump with Trailer shall be fully configured in a minimum as
shown below:
6-inch diesel-driven, self-priming, sound attenuated pump
Pump skid assembly shall include a spill containment base adequately sized
to contain all fuel, oil, and coolant, with integral drains and forklift pockets
Pump must be capable of self-priming without the use of externally driven
air compressors or vacuum devices
Diesel engine shall not require diesel exhaust fluid (DEF) to meet EPA Tier 4
compliance
12V electric starter with battery and solar battery maintainer
Provided with sound attenuating enclosure to keep operating noise < 75
dBA @ 25 ft.

Pump skid assembly (engine, pump, controls, and sound enclosure) shall
be independent and removable from the trailer assembly. The sound
enclosure shall not be used as the foundation to attach trailer components
(tongue, axles, etc.)
Sound enclosure assembly must provide access to all critical components
for routine maintenance and use
Pump shall be provided with 6” x 6” NPT male fittings on suction and
discharge
Automatic air release with 6-inch check valve
Pump shall include suction, vacuum, and discharge pressure gauges.
Automatic start/stop controls are not desired.
Fuel capacity shall be sufficient to run for 24 hours under full load without
refueling
Maximum operating pressure of at least 80 psi
Minimum capacity of 750 GPM (continuous) at 25 ft. of suction lift and 40
ft. of total head
D.O.T. approved highway rated tandem-axle diamond plate skid trailer
with:
o Two (2) 3500-pound axles with class E (14-ply) tires and steel
fenders
o Electric brakes
o Replaceable 3-inch inside diameter pintle hitch
o Lockable utility/storage box on front
o Jack with foot pad at hitch and both rear corners
o Usable flat trailer space of at least 72-inches x 120-inches. Overall
trailer width 96-102 inches
o 12v electrical system, with LED tail, brake, turn signal, clearance,
and license plate lights and 7-pin trailer plug
o Emergency Break away Safety cable with hook
Pump manufacturer must have an authorized service center located within
the State of California
6. Vehicle Safety, Design and Emissions
All Vehicles sold to the District shall comply with all applicable motor vehicle rules
and regulations within the State of California, including but not limited to the
requirements of the California Vehicle Code (CVC), California Code of
