Summary

The City requests the services of a licensed electrical contractor with a C-7 or C-10 Contracting licenses to provide routine, quarterly Traffic Signal Preventive Maintenance, Emergency Repair Services, and Non-Emergency Maintenance (as needed). The firm should have at least 5 years experience specializing in the maintenance, repair, testing, and replacement of traffic signals and traffic signal accessories (battery backup, emergency vehicle detection, communications, etc.) as necessary in order to work with City representatives for the quarterly preventive maintenance, emergency repairs, and non-emergency maintenance of 136 City maintained traffic signals, 350 pedestrian safety lights and 60 other electronic traffic control systems including Flashing Beacons Systems, In Pavement crosswalk warning systems, Rectangular Rapid Flashing Beacons (RRFBs) and Radar Feedback Signs.

Background

The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 127,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five members elected by district for overlapping terms, with one member serving as Mayor on an annual basis.

The City currently utilizes Econolite traffic controllers (ASC 2S, ASC-3 and Cobalt), McCain or similar at all signalized intersections. There are approximately 130 intersections with 485 video detection cameras including Autoscope SOLO Pro, Encore, Terra and Vision or similar video detection systems. Traditional inductive loop detection is in place at all other intersections. Battery backup units are installed at each location . All signals are equipped with LED vehicular and pedestrian displays.

The City has a Master Traffic Signal Control system that utilizes Econolite Centracs and Mobility monitoring software that operates on Microsoft Windows or other Master operation systems. Traffic signal interconnect facilitates communication between approximately 70% of the City’s traffic signals along key corridors including Moorpark Road, Lynn Road, Rancho Conejo Boulevard, Hillcrest Drive, Ventu Park Road and Thousand Oaks Boulevard utilizing twisted copper pairs, Single Mode Fiber Optics (SMFO) and various Wireless Communications systems.

The City currently has 55 intersections with Emergency Vehicle Preemption systems with another five intersections being connected by copper twisted pair.

The total amount of work available will be a function of the amount of work that is required due to routine “wear and tear”, collision damage, vandalism, and other factors that affect traffic signal repair needs.
