The boundaries of the Phase I surveyarea are shown in the attached maps. The purpose of the survey is to determine if thedistrict is still eligible for inclusion in the National Register of Historic Places, todocument properties within the district, and to propose possible changes to thedistrict boundaries. The project is funded by a federal matching grant-in-aid from theU.S. Department of the Interior’s Historic Preservation Fund, administered by theOklahoma State Historic Preservation Office (OK/SHPO). We enthusiastically lookforward to receiving your proposal.II. BACKGROUND:The Harvard Hills Historic District was determined eligible for inclusion in theNational Register of Historic Places (“National Register”) in 2014. The City ofTulsa intends to survey the entire district to identify contributing and non-contributing resources within the district, beginning with this Phase I survey. Thesurvey will provide documentation sufficient for an update to the NationalRegister of Historic Places Registration Form. An estimated 123 properties areincluded in this phase of the survey. Shown in the attached map, the Phase Isurvey area comprises of the area bounded by Haskell Street, the east side ofKnoxville Avenue, the south side of Admiral Court, and the west side of HarvardAvenue.III. TIMELINE:The schedule below provides estimated dates for the RFP and contractingprocess. SCOPE OF WORK:1. The Respondent shall document all properties in the survey area at theminimum level, regardless of age or condition. Minimum recording includesthe completion of an Historic Preservation Resource Identification Form andtwo (2) elevation photographs of the property. Additional photographs may benecessary for larger or more complex resources.2. The Respondent shall conduct the survey work in accordance with theSecretary of the Interior’s Standards and Guidelines for Identification andEvaluation and the guidelines for intensive-level surveys set forth in theOK/SHPO’s Architectural/Historic Resource Survey: A Field Guide (availableat www.okhistory.org/shpo/docs/fieldguide.pdf). Prior to beginning field work,the Respondent shall meet with the OK/SHPO’s National RegisterCoordinator to discuss expectations for the completion of HistoricPreservation Resource Identification Forms.3. The Respondent shall submit a first draft and a final draft of the surveydocumentation for review by the City and the OK/SHPO. The respondent willbe responsible for completion of revisions to the first draft and final draft asrequested by the City and the OK/SHPO.V. DELIVERABLES:Detailed requirements for Architectural/Historic Survey documentation areavailable at www.okhistory.org/shpo/surveyrequirements.htm. Thisis not an exhaustive list, but rather an indication of significant performancemetrics of interest to City of Tulsa. The City looks forward to working withawarded Respondent to define additional important performance metrics duringcontract negotiations.
