1.0 INTRODUCTION & PURPOSE
The United States Coast Guard (USCG) is issuing this Request for Information (RFI) to conduct market research and identify highly qualified GSA Multiple Award Schedule (MAS) contract holders capable of providing comprehensive, non-personal staffing and operational support for the newly constructed National Coast Guard Museum (NCGM) in New London, Connecticut.
This is RFI only. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. The Government is seeking industry feedback to refine its acquisition strategy, assess the availability of capable small and large businesses, and evaluate market capabilities under both management consulting and temporary staffing GSA schedules to support a high-visibility, 363-day-a-year federal museum operation.
2.0 BACKGROUND
The NCGM will serve as the national showcase for the history and missions of the U.S. Coast Guard. The facility is a state-of-the-art, 80,000 square-foot complex expected to attract approximately 300,000 visitors annually.
The primary objective of this requirement is to acquire turn-key staffing services. The Contractor will be responsible for the recruitment, training, management, and retention of a highly qualified, hybrid workforce of 16 Baseline Full-Time Equivalents (FTEs), plus scalable surge capacity.
The Period of Performance is anticipated to be a one (1) year Base Period (starting around September 2026) followed by four (4) one-year Option Periods.
3.0 SCOPE OF WORK & CORE CAPABILITIES
The Contractor must provide seamless integration of personnel across several functional areas, ensuring continuous coverage during all core operating hours (0900–1700 daily). Key capabilities include:
- Program Management & Administration (SIN 541611): Overall leadership, quality control, scheduling, and risk management executed by an on-site Program Manager (Key Personnel).
- Visitor and Guest Services (SIN 561320 / 561320SBSA): Front-of-house operations including Greeters, Visitor Assistants, and Event Coordinators to manage high-volume public engagement, safety stewardship, and facility crowd control.
- Education and Public Programming (SIN 611710): Curriculum-aligned STEM and history programs facilitated by an Education Program Manager and Program Assistants.
- Technical & Exhibit Maintenance Support (SIN 54151S / SIN 541990AV): Specialized IT and AV Media Specialists capable of maintaining a 99.9% availability for complex digital infrastructure, interactive exhibits, digital media players, and localized server networks.
- Security & Clearances: All personnel must successfully undergo and pass a Tier 1 (T1) / National Agency Check with Inquiries (NACI) background investigation for a Public Trust position prior to receiving a Common Access Card (CAC) and facility badging.
- Phase-In Operations: Ability to reach Full Operational Capability (FOC) within a strict thirty (30) calendar day Phase-In Period.
4.0 REQUESTED INFORMATION / QUESTIONS FOR INDUSTRY
To help the Government gauge market capability and refine the Performance Work Statement (PWS), interested GSA contract holders are requested to provide responses to the following questions:
A. Corporate Capability & GSA Schedule Alignment
- Provide a brief overview of your company’s experience in providing similar turn-key operational staffing, particularly in museum, cultural, or high-volume public attraction environments.
- Please verify which of the target GSA SINs listed in the header (e.g., 541611, 561320, 54151S, 541990AV, 611710) are currently awarded on your GSA MAS contract.
- If you do not hold all of the specialized SINs required (specifically for the IT and AV maintenance functions), how would you propose to structure your solution? Do you intend to utilize GSA Contractor Teaming Arrangements (CTAs) or traditional subcontracting?
B. Staffing, Recruitment, & Clearances. The PWS requires a 30-day Phase-In period to achieve Full Operational Capability. Please describe your approach to recruiting, vetting, and onboarding 16 specialized baseline FTEs within this timeframe. 5. Given the requirement for all staff to pass a Tier 1 (T1) Public Trust background investigation, how do you mitigate the risk of onboarding delays impacting museum operations? 6. How would your firm manage high-turnover front-of-house positions (Greeters, Visitor Assistants under SIN 561320) to ensure zero gaps in gallery coverage across a 363-day operating schedule?
C. Technical & Exhibit System Support. The contract requires strict Service Level Agreements (SLAs), including beginning diagnostic troubleshooting within 1 hour and resolving critical system outages within 2 hours. Describe your technical management process for keeping multi-screen video walls, interactive touch tables, and projection mapping software online in compliance with these SLAs.
D. Surge Capacity Execution. The facility will experience intense peak periods (holidays, ship commissionings). Describe your methodology for sourcing, pre-vetting, and rapidly deploying "Surge Capacity" staff (primarily Visitor Assistants and Greeters) within a 14- to 21-day notice window and explain how you manage labor billing strictly for hours worked.
