The Agency will have the sole discretion to extendthe contract.Bidder Eligibility Requirements.The Agency will only consider proposals for contract award from Bidders that are licensed as a Doctorof Medicine (MD), Doctor of Osteopathic Medicine (DO), or Doctor of Psychology (PsyD) to practice inIowa and have authority to prescribe psychiatric and anti-androgen medications. Preferredqualifications include knowledge or experience with civil commitment programs and experience in thetreatment of sexually violent predators.Procurement TimetableThere are no exceptions to any deadlines for the Bidder; however, the Agency reserves the right tochange the dates. Inpatient treatment is indefinite, with length oftreatment dependent upon the time required for each individual to complete the criteria foradvancement through the five (5) treatment phases.The CCUSO program provides a secure, long-term, and highly structured setting to treat sexuallyviolent predators (SVP) who have served their prison terms, but who, in a separate civil trial, have beenfound likely to commit further violent sexual offenses. Each patient receives an annual evaluationcompleted and submitted to the court; each patient receives an individual Master Treatment Plan that isupdated annually, as well as, Action Plans, which are completed every 90 days to assess treatmentprogress.The CCUSO program currently serves approximately 200 patients, of which 90% are inpatient. TheAgency anticipates that the need for these services will be infrequent, typically occurring only a handfulof times per year. However, the Agency reserves the right to request services more frequently shoulddemand increase due to population growth or other factors.In recent years, the Agency has utilized a contracted physician to consult on an average of fifteencases per year.1.2 RFP General Definitions.When appearing as capitalized terms in this RFP, including attachments, the following quoted terms(and the plural thereof, when appropriate) have the meanings set forth in this section.“Agency” means the Iowa Department of Health and Human Services.“Bid Proposal” or “Proposal” means the Bidder’s proposal submitted in response to the RFP.“Bidder” means the entity that submits a Bid Proposal in response to this RFP.“Contractor” means the Bidder who enters into a Contract as a result of this Solicitation.“Deliverables” means all of the services, goods, products, work, work product, data (including datacollected on behalf of the Agency), items, materials and property to be created, developed, produced,delivered, performed, or provided by or on behalf of, or made available through, the Contractor (or anyagent, contractor or subcontractor of the Contractor) in connection with any contract resulting from thisRFP.“Invoice” means a Contractor’s claim for payment. At the Agency’s discretion, claims may besubmitted on an original invoice from the Contractor or may be submitted on a claim form accepted bythe Agency, such as a General Accounting Expenditure (GAX) form.1.3 Scope of Work.1.3.1 Deliverables.The Agency anticipates that services will be conducted virtually. The Bidder shall outline an approachfor achieving the identified Deliverables that incorporates the use of Agency approved virtual meetingplatforms with video capability. Contracted staff are expected to participate with video enabled whenapplicable. Furthermore, the Bidder’s proposed approach must specifically address the treatment ofPage 3 of 36SOPSCCU27003Psychiatric Medication Consultationsexually violent predators, civil commitment treatment and management, and the provision of treatmentfor individuals diagnosed with Gender Dysphoria.1.3.1.1 Psychiatric Consultation.1. The Contractor shall provide consultation services to the Agency regarding psychiatric care asneeded. This includes, but is not limited to:a. Medication management to ensure safe and effective treatment.b. Developing individualized treatment plans for patients identified as high-risk due tosexual preoccupation.c. Applying clinical experience and knowledge in working with individuals diagnosed withGender Dysphoria to support appropriate and evidence-based care strategies.d. Applying clinical experience and knowledge to guidance and prescribing anti-androgenmedications as part of treatment planning when clinically indicated.2. The Contractor shall provide appropriate documentation of all patient care, includingassessment and evaluation, care plans, medical orders, diagnostic testing, laboratoryinterpretation, and all other services, within seven (7) calendar days of work performed.1.3.1.2 Care Plan Development.The Contractor shall assist in developing care plans addressing psychiatric needs for the targetedpatient population as requested by the Agency.1.3.1.3 Responsiveness.The Contractor shall respond to all Agency communications, including phone calls and emails, withinthree (3) business days of receipt, unless extended absences have been mutually agreed upon. Aresponse is defined as acknowledgement of the communication and initiation of appropriate action orscheduling of services, as necessary.1.3.1.4 Licensing and Agency Compliance.The Contractor shall:1. Maintain licensure in the State of Iowa for the duration of any contract awarded, including allextensions.2. Provide copies of professional license(s) and any supporting and relevant documents requestedby the Agency.3. Ensure that any personnel performing services under any contract awarded will remain incompliance with the standard confidentiality requirements as well as Agency policies andprocedures, including any training deemed relevant to the Contractor by the Agency.4. Identify one qualified individual who will fulfill all duties described herein to ensure continuity ofcare and consistency in service delivery and approach. The Contractor may propose a backupprovider to ensure coverage in the event of an emergency or unforeseen absence; however, thebackup provider shall only serve in a temporary capacity and shall not share or rotate dutieswith the primary provider.1.3.2 Performance Measures.The Contractor shall meet or exceed the following performance measures:1. Maintain licensure Licensing and Agency Compliance standards indicated in Section 1.3.1.3 ata rate of 100%.2. The Contractor will respond to all Agency communications within 48 hours at a rate of at least90%.3. Provide complete documentation of all patient care within seven (7) calendar days of service ata rate of at least 90%.Page 4 of 36SOPSCCU27003Psychiatric Medication Consultation1.3.3 Agency Responsibilities.The Agency shall provide the Contractor with a secured laptop computer, login credentials, and accessto all applications necessary to perform the services outlined in this RFP. The Contractor shall use theprovided equipment solely for the purpose of fulfilling contractual obligations. Upon conclusion ofservices, the Contractor shall return the laptop computer and any other Agency-issued equipment ingood working condition.1.3.4 Contract Payment Methodology.The Contractor will be paid for services provided that meet requirements as set forth in Scope of Workat an hourly rate. This hourly rate will be inclusive of all fees for completing work, as assigned. If acorrective action plan is in place, a 10% deduction will be applied to invoices until resolved.Section 2 Basic Information About the RFP Process2.1 Issuing Officer.The Issuing Officer is the sole point of contact regarding the RFP from the date of issuance untilselection of the successful Bidder. There may be no communication regarding this RFP with any Stateemployee other than the Issuing Officer, except at the direction of the Issuing Officer or as otherwisenoted in the RFP. This section shall not be construed as restricting communications related to theadministration of any contract currently in effect between a Contractor and the Agency.The Issuing Officer will respond only to questions regarding the procurement process. Questionspertaining to the interpretation of this RFP may be submitted in accordance with the Questions,Requests for Clarification, and Suggested Changes section of this RFP.2.3 Downloading the RFP from the Internet.The RFP and any related documents such as amendments or attachments (collectively the “RFP”), andresponses to questions will be posted at the State of Iowa’s website for bid opportunities:http://bidopportunities.iowa.gov/. Check this website periodically for any amendments to this RFP. Theposted version of the RFP is the official version. The Agency will only be bound by the official versionof the RFP document(s). Bidders should ensure that any downloaded documents are in fact the mostup to date and are unchanged from the official version.2.4 Reserved. (Online Resources)2.5 Intent to Bid.The Agency requests that Bidders provide their intent to bid by email to the Issuing Officer by the dateand time in the Procurement Timetable. The Bidder may wish to request confirmation of receipt of theemail from the Issuing Officer to ensure delivery. Do not submit letters of intent by mail, shippingservice, or hand delivery. The intent to bid should include the Bidder's name, contact person, mailingaddress, email address, telephone number, and a statement of intent to submit a bid in response to thisRFP. Though it is not mandatory that the Agency receive an intent to bid, the Agency will only respondto questions about the RFP that have been submitted by Bidders who have expressed their intent toPage 5 of 36
