ADVERTISEMENT/INVITATION FOR BIDS

CRAWFORDSVILLE BOARD OF AVIATION COMMISIONERS

CRAWFORDSVILLE REGIONAL AIRPORT

CRAWFORDSVILLE, INDIANA

Sealed bids for Wildlife Fencing project will be received by the Crawfordsville Board of Aviation Commissioners at the Crawfordsville Regional Airport, Terminal Building, 759 W 400 S, Crawfordsville, IN 47933, until 2:00 p.m. local time June 12, 2025, at which time and place all proposals will be publicly opened and read aloud shortly after the 2:00 p.m. cut off time.

The proposed project, detailed in the construction plans and specifications, is generally described as installation of wildlife fences at the Crawfordsville Regional Airport. The successful bidder will be required to pay laborers, workmen, mechanics and other employees on the work under this contract not less than the prevailing wage for each craft, trade or occupation as established under the Davis-Bacon Act

Electronic copies of the documents may be obtained for the NON-REFUNDABLE cost and hard copies may be purchased for the NON-REFUNDABLE cost of document reproduction and shipping, from Reprographix Inc., 437 N. Illinois St., Indianapolis, Indiana 46204, between 8:00 AM and 5:00 PM by telephone at 317-637-3377 or online at http://www.reprographix.com .

A recommended non-mandatory pre-bid meeting will be held 10:00 a.m. local time on May 28, 2025, at the Crawfordsville Regional Airport, Terminal Building, 759 W 400 S, Crawfordsville, IN 47933.

The Crawfordsville Board of Aviation Commissioners, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprise firms will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability be excluded from participating in any activity conducted with or benefiting from Federal assistance.

Bid Bond, Performance & Payment Bonds. A certified check or bank draft payable to the Crawfordsville Board of Aviation Commissioners, or a satisfactory bid bond, executed by the Bidder and an approved surety company in an amount not less than five (5) percent of the bid, shall be submitted with each bid proposal. Contractors awarded a contract will be required to furnish acceptable performance and payment surety bonds in the amount of 100% of the awarded contract price. The guarantee period of performance shall extend for one (1) year from the date of final acceptance of the work by the Owner.

Affirmative Action to Ensure Equal Employment Opportunity. The Offeror’s or Bidder’s attention is called to the “Equal Opportunity Clause” and the “Standard Federal Equal Employment Opportunity Construction Contract Specifications” set forth in the Federal Provisions of the Contract Document.

Disadvantaged Business Enterprise (49 CFR part 26). The Owner’s award of this contract is conditioned upon Bidder or Offeror satisfying the good faith effort requirements of 49 CFR §26.53.

As a condition of bid responsiveness, the Bidder or Offeror must submit the following information with their proposal on the forms provided herein:

  1. The names and addresses of Disadvantaged Business Enterprise (DBE) firms that will participate in the contract;
  2. A description of the work that each DBE firm will perform;
  3. The dollar amount of the participation of each DBE firm listed under (1);
  4. Written statement from Bidder or Offeror that attests their commitment to use the DBE firm(s) listed under (1) to meet the Owner’s project goal;
  5. If Bidder or Offeror cannot meet the advertised project DBE goal; evidence of good faith efforts undertaken by the Bidder or Offeror as described in appendix A to 49 CFR Part 26.

Trade Restrictions . By submission of an offer, the Offeror certifies that with respect to this solicitation and any resultant contract, the Offeror:

  1. is not owned or controlled by one or more citizens of a foreign country included in the list of countries that discriminate against U.S. firms as published by the Office of the United States Trade Representative (USTR);
  2. has not knowingly entered into any contract or subcontract for this project with a person that is a citizen or national of a foreign country included on the list of countries that discriminate against U.S. firms as published by the USTR; and
  3. has not entered into any subcontract for any product to be used on the Federal project that is produced in a foreign country included on the list of countries that discriminate against U.S. firms published by the USTR.

This certification concerns a matter within the jurisdiction of an agency of the United States of America and the making of a false, fictitious, or fraudulent certification may render the maker subject to prosecution under Title 18 USC § 1001.

No. 117-58), Federal Fair Labor Standard Act 29 CFR § 201, 2 CFR § 200.430, Foreign Trade Restriction 49 USC § 50104, 49 CFR part 30, Davis Bacon 2 CFR § 200 Appendix II(D), 29 CFR part 5, 49 USC § 47112(b), 40 USC §§ 3141-3144, 3146, and 3147, Affirmative Action 41 CFR part 60-4, Executive Order 11246, Government-wide Debarment and Suspension 2 CFR Part 180 (Subpart B), 2 CFR Part 200, Appendix II(H), 2 CFR Part 1200, DOT Order 4200.5, Executive Orders 12549 and 12689, Domestic Preferences for Procurements 2 CFR § 200.322, Appendix II(L), Domestic Preferences for Procurements 2 CFR § 200.322, 2 CFR Part 200, Appendix II(L), Procurement of Recovered Materials 2 CFR § 200.323, 2 CFR Part 200, Appendix II(J), 40 CFR Part 247, 42 USC § 6901, et seq (Resource Conservation and Recovery Act (RCRA)), and Government-wide Requirements for Drug-free Workplace 13 CFR Part 147 are herewith incorporated by reference, the same as if all of the provisions were completely set out herein. Additional Notices:

In accordance with Indiana Code Section 5-16-13-1, et seq., Prequalification with the Indiana Department of Administration (IDOA) or the Indiana Department of Transportation (INDOT) is required of all contractors, in any contractor tier, performing work that is estimated to be One Hundred Fifty Thousand Dollars ($150,000) or greater.


Bids must be submitted on the specified Proposal Form and acceptance by the Sponsor shall constitute a Contract. The bidder must supply all information required by the proposal form. Modification to bid documents may only be made by written addendum.

The proposal that is selected will be based on the lowest aggregate bid submitted for the base bid and any combination of alternate bids, if applicable. The Owner reserves the right to select any one of the combinations of the base bid and alternate bids that best serves the Owner’s interest.

Bids may be held by the Crawfordsville Board of Aviation Commissioners for a period not to exceed 60 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.

The right is reserved, as the Crawfordsville Board of Aviation Commissioners may require, to reject any and all bids and to waive any informality in the bids received.

Envelopes containing bids must be sealed and addressed to the Crawfordsville Board of Aviation Commissioners, Crawfordsville Regional Airport, and marked in the upper left-hand corner as follows:
