Feasibility Study for Additional Animal Shelter

Description: The City of San Antonio’s Animal Care Services (ACS) is seeking professional consulting services to evaluate the necessity and feasibility of establishing a second ACS campus. The study will assess current operations, community needs, site options, facility requirements, financial considerations, and stakeholder input, culminating in actionable recommendations aligned with ACS’s Strategic Plan goals and policies. The City is seeking proposals for the following tasks:
Support a Safe Community for People in Their Neighborhood, Protect the Safety and Humane Treatment of Pets, Support the Placement of Pets for Life, Foster Positive Connections with our Community and Champion a Healthy and Thriving Workforce.

the contract is posted for consideration as an agenda item at a City Council "A" session or a

City Manager Contract Approval Review meeting; 2) City employees from the time the

proposal/bid has been released until the contract is approved at a City Council "A" session or

by City Manager.

Exceptions to the Restrictions on Communications:

Respondents may submit written questions concerning this RFP to the Staff Contact Person listed

below until 4:00 p.m., Central Time, on April 10, 2026. Questions received after the stated deadline

will not be answered. All questions shall be sent by e-mail. Questions submitted and the City’s

responses will be posted with this solicitation.
