Request for BidRunway Friction Tester06074845.1Birmingham Airport AuthorityDecember 2025I. The OpportunityPurposeThe Birmingham Airport Authority (the “Authority”) is requesting bids for one (1) self-propelled(non-trailer type) Runway Friction Tester.The purpose of this document (the “Request for Bid” or “RFB”) is to provide interested vendorswith the overview of the opportunity, as well as instructions on how to respond. A prospective(“Proponent”) shall submit its bid (“Bid” or Bid Package”) in conformity with the proceduresand requirements set in this Request for Bids.II. Procedures and RequirementsPre-Submittal InquiresEach bid that is timely received will be evaluated on its merit and completeness of all requestedinformation. In preparing bids, Bidders are advised to rely only upon the contents of this RFBand accompanying documents and any written clarifications or addenda issued by theAuthority. If a Bidder finds a discrepancy, error, or omission in the RFB package, or requires anywritten addendum thereto, the Bidder is requested to notify Ed Seoane, VP of Purchasing, ateseoane@flybhm.com so that written clarification may be sent to all prospective Bidders. THEAUTHORITY IS NOT RESPONSIBLE FOR ANY ORAL INSTRUCTIONS.1) PRE-BID INFORMATION AND QUESTIONS: . All questions must be submitted in writing toEd Seoane, VP of Purchasing at eseoane@flybhm.com before the Pre-Bid Question Deadline.2) RFB MODIFICATIONS/ADDENDA: Clarifications, modifications, or amendments may bemade to this solicitation at the discretion of the Authority. Any and all Addenda issued by theAuthority will be posted as noted in Exhibit 1. All interested parties are instructed to viewthe Airport Website, www.flybhm.com regularly for any issued addenda. It is theresponsibility of the Bidder to obtain the available Addenda and acknowledge any issuedAddenda on the Bid Form for this solicitation, and further submit the Form as part of therequired submittal documents for this solicitation. If any changes are made to this solicitationdocument by any party other than the Authority, the original document in the Authority’sfiles takes precedence.06074845.123) BID SUBMISSION:a) The Bidder must include the following items, or the bid may be deemed non-responsive:i) All forms contained in this RFB, fully completedii) Evidence that the Minimum Qualifications listed in the Specifications/Scope of Workare met.b) Bids must be submitted via email to Ed Seoane, VP of Purchasing, ateseoane@flybhm.com.c) Submission of a bid establishes a conclusive presumption that the Bidder is thoroughlyfamiliar with the Request for Bids (RFB), and that the Bidder understands and agrees toabide by each, and all of the stipulations and requirements contained therein.d) All costs incurred in the preparation and presentation of the bid are the Bidder’s soleresponsibility; no pre-bid costs will be reimbursed to any Bidder. All documentationsubmitted with the bid will become the property of the Authority.e) Bids must be held firm for a minimum of 120 days.4) EXCEPTIONS: Bidder shall clearly identify any proposed deviations from the language in theRequest for Bids (including its Form of Agreement). Each exception must be clearly definedand referenced to the proper paragraph in this RFB or its Form of Agreement. The exceptionshall include, at a minimum, the Bidder's proposed substitute language and opinion as to whythe suggested substitution will provide equivalent or better service and performance. If noexceptions are noted in the Bidder's proposal, the Authority will assume completeconformance with this specification and the successful Bidder will be required to performaccordingly. Bids not meeting all requirements may be rejected. Bids taking exception tomaterial terms/conditions in the Form of Agreement (i.e., indemnification, subrogation,insurance, ownership of documents, governmental requirements) will not be considered.The Authority reserves the right to accept or to allow the Bidder to withdraw any or allexceptions.5) DUPLICATE BIDS: No more than one (1) bid from any Bidder, including its subsidiaries,affiliated companies and franchises will be considered by the Authority. In the event multiplebids are submitted in violation of this provision, the Authority will have the right to determinewhich bid will be considered, or at its sole option, reject all such multiple bids.6) WITHDRAWAL: Bids may only be withdrawn by written notice prior to the date and time setfor the opening of bids. No Bid may be withdrawn after the deadline for submission.7) REJECTION: The Authority reserves the right to reject any or all bids, or to accept or rejectany bid in part, and to waive any minor informality or irregularity in bids received if it isdetermined by the Chief Executive Officer or his designee that the best interest of theAuthority will be served by doing so. If all Bids are rejected by the Authority, notice will beposted on the authority’s website. No Bid will be considered from any person, firm orcorporation in arrears or in default to the Authority on any contract, debt, or other obligation,or if the Bidder is debarred by the Authority from consideration for a contract award, or if06074845.13Bidder has committed a violation of the Authority’s Ethics Ordinance which resulted in atermination of a contract or other material sanction within the two (2) years immediatelypreceding the date of issuance of this document.8) PROCUREMENT POLICY: Procurement for the Authority will be handled in a manner providingfair opportunity to all businesses. This will be accomplished without abrogation or sacrificeof quality and as determined to be in the best interest of the Authority. The Chief ExecutiveOfficer has the vested authority to execute a contract, subject to Board approval whererequired.9) BID SIGNATURES: Bids must be signed by an authorized official of the Bidder. Each signaturerepresents binding commitment upon the Bidder to provide the goods and/or servicesoffered to the Authority if the Bidder is determined to be the lowest Responsive andResponsible Bidder.10) CONTRACT AWARD: The Authority reserves the right to award by item, group of items, ortotal bid to the lowest responsive, responsible Bidder. The Bidder to whom the award is madewill be notified at the earliest possible date. Tentative acceptance of the bid, intent torecommend award of a contract, and actual award of the contract will be provided by writtennotice sent to the Bidder at the address designated in the bid if a separate Agreement isrequired to be executed. After a final award of the Agreement by the Authority, theContractor must execute and perform said Agreement. All bids must be firm for at least 120days from the due date of the bid. If, for any reason, a contract is not executed with theselected Bidder within 14 days after notice of recommendation for award, then the Authoritymay recommend the next lowest responsive and responsible Bidder.11) NO RFB RESPONSE: Bidders who receive this RFB but who do not submit a bid should returnthis RFB package stating the reason(s) for not responding. Failure to return this form mayresult in removal of the Bidder’s name from all bidder lists.06074845.14SPECIFICATIONS/SCOPE OF WORK1. INTRODUCTION: Bids are being solicited from businesses who meet the minimumqualifications to provide one (1) self-propelled (non-tailer type) Runway Friction Tester(RFT) which will be used by Birmingham Shuttlesworth International Airport to measure andrecord runway friction values, in accordance with the Federal Aviation Authority (FAA).ScopeThis RFT shall be a self-contained unit designed to traverse the length of a runway andaccurately measure the runway coefficient of friction. RFT shall monitor loss of friction, dueto the buildup of contaminants such as rubber deposits, oil/jet fuel spills, rain, snow, ice, de-icing fluids, etc. A two-axis force transducer shall be capable of accurately measuring bothcontinuous longitudinal slip friction forces while also measuring variations in the verticalforce, caused by tire bounce due to runway profile variance. These changes in vertical forceshall be measured and canceled, allowing continuous true and accurate slip frictionmeasurement.Operation shall be accomplished using a laptop computer to automatically process speed,distance, and force transducer output data. Driver shall only need to bring the RFT to thedesired speed and press a handheld test start button. All test functions such as test wheellowering, water application and friction measurement shall be sequentially controlled bythe computer. System shall contain automatic calibration verification and self-diagnosticswhich are initiated at start up.IntegrationThere are no requirements for integration of the equipment.Service and SupportTwenty-four (24) months for parts and technical support is required.Installation and TrainingThere will be no installation of the unit. The selected vendor is required to administertraining to all operators and maintainers (multiple training sessions will be required) uponcompletion and delivery of the new unit.06074845.15
