Description

The Federal Bureau of Prisons (FBOP) herein issues solicitation 15B60926Q00000004 and intends to award to a responsible entity a single contract to supply and install one (1) new Acuity UDR U-Arm System and remove existing GE Definium 5000 X-Ray system at FCI Safford located at 1529 W. Hwy 366 Safford, Arizona 85546.



The project consists of the following:



- Supply, delivery, and installation solution including all equipment, materials, labor, supervision, tools, and incidentals required for one (1) new fully functional X-ray machine system and removal of existing X-ray system meeting the requirements of the specifications.



-All specified parts and materials must meet current industry standards. If proposing an alternative product, the contractor must provide detailed technical specifications, costs, installation requirements, and availability for review and approval. The government reserves the right to determine if the product is equal to or better than the specified item.



-Awarded contractor shall be a reputable company where all installers/technicians shall be qualified and certified by the manufacture to install, test, and certify the new x-ray system. valid and current contracting license, federally vetted and approved, to install such systems. If required, the contractor, including sub-contractor personnel, shall have applicable certifications or proof of experience detailed in public records, reflecting competency in executing such project. The Contractor shall provide the Institution’s Contracting Officer and his Representative (COR) with such proof upon request.



-All work and materials must comply with applicable local, state, and federal codes, including the latest editions of the International Building Code, National Plumbing Code, National Electrical Code, NFPA, Life Safety Code, OSHA, American Correctional Association Standards, and other relevant regulations. In addition, all work shall be performed in accordance with industry best practices, ensuring high-quality craftsmanship, durability, and safety.



-Work Location: The work will take place inside the secure perimeter of the Federal Correctional Institution located at 1529 W. Hwy 366 Safford, Arizona 85546.



-The specific area of work and primary access point where the existing X-Ray System is located is inside the institution.



-Scope of Work: The scope for this project will be to supply and install one (1) new Acuity UDR U-Arm System and remove existing GE Definium 5000 X-Ray system at FCI Safford located at 1529 W. Hwy 366 Safford, Arizona 85546.



Period of Performance: The installation of all equipment, and delivery of all products must be completed with 133 calendar days of contract award.



Evaluation Factors for Award: Quotes will be evaluated in accordance with the criteria established below. Quoters are advised that a contract award may be made without discussions; therefore, the initial quote should provide the Government with sufficient information to recommend a contract award without discussions and should reflect the quoter's ability to perform at a reasonable price. Contract award will be made to the quoter whose quote conforms to the solicitation and is most advantageous to the Government, price and other factors considered. They are as follows:



Price - Price shall be evaluated utilizing the total pricing quoted by the quoter.



Past Performance -The Past Performance evaluation may be conducted using the information at CPARS, and/or professional reference questionnaires, and/or any other information deemed relevant by the Contracting Officer.



Quoters are advised that a contract award may be made without discussions; therefore, the initial quote should provide the Government with sufficient information to recommend a contract award without discussions and should reflect the quoter's ability to perform at a reasonable price. Contract award will be made to the quoter whose quote conforms to the solicitation and is most advantageous to the Government, considering price.
