INFORMATIONPurposeThe purpose of this engagement is to assess the agency’s current level of web accessibility across allexisting web properties and to provide expert guidance, remediation support, and potential training toLED’s Web Accessibility Team to ensure all digital content and systems meet WCAG 2.2 Level AAstandards. Additionally, the engagement will include the development and transition of sustainableprocesses that enable the agency to maintain ongoing accessibility compliance beyond April 24, 2026 -the required deadline for full digital accessibility.LED intends to award to a single proposer, but reserves the right to issue multiple awards as a result ofthis request for qualification if, at LED’s sole discretion, it is determined to meet the best interests ofLED.BackgroundLouisiana Economic Development (LED) seeks professional support from a qualified contractor to assist inachieving full compliance with PPM 74 – Web Accessibility Compliance Policy and the U.S. Department ofJustice (DOJ) Final Rule on Accessibility of Web Information and Services of State and Local GovernmentEntities (Title II of the ADA). A Proposer must be capable (through its own staff or through specifiedarrangements with third party Contractors) to perform all services requested in order to be considered.The contractor will provide technical implementation and advisory services to ensure LED meetsaccessibility deadlines outlined in the Web Accessibility Roadmap, as issued by the Office of TechnologyServices (OTS) and the Office of the State Americans with Disabilities Act Coordinator (OSADAC).The amount allocated to the Contractor will be determined during contract negotiations, and the contractwill reflect a maximum amount payable under the contract. However, all payments will be based on actualwork performed and in accordance with the processes for approval.Goals and ObjectivesThe goals and objectives of this engagement are for the contractor to carry out the key deliverablesoutlined in the Web Accessibility Roadmap, attached as Exhibit A and incorporated hereto. This includesconducting a comprehensive accessibility audit of all major agency web properties and developing adetailed action plan to achieve full compliance. The contractor will be expected to identify, prioritize, andremediate accessibility issues, establish a web accessibility compliance policy, and develop a sustainablePage 5 of 37
