The replacement handgun will be from a reputablemanufacturer with no currently known safety issues. The Bismarck Police Department isseeking 150 replacement units.The replacement sidearm will be a striker fired, polymer framed handgun chambered in 9mmparabellum. The handgun will have a 4.5-inch barrel length, a flat face trigger shoe with triggertab safety, and will be shipped from the manufacturer with a precision fit, removable flaredmagwell. The handgun will have a slide width between 1.3 and 1.4 inches and will havebetween a 2.6- and 2.8-inch trigger reach. Furthermore, the firearm will have a length between7.5 and 8.5 inches. Additionally, the handgun will come directly from the manufacturer with three(3), twenty (20) round capacity magazines.Additionally, the firearm will be shipped from the manufacturer with an enclosed emitter red dotsight (RDS), which is direct milled to the slide of the firearm, eliminating the need for opticmounting plates. The RDS will have a 3.5 MOA red dot, capable of 50,000 hours of continuousrun time. The RDS will have night vision capabilities along with external battery access. TheRDS sight will weigh between 2.0 oz and 2.5 oz and submersible to a minimum of 110 feet.The firearm manufacturer will need to provide continuing product support to the Bismarck PoliceDepartment. The firearm manufacturer will provide a limited lifetime warranty on the firearm andwill bring a complimentary armorers course to the Bismarck Police Department for 15 armorers.Project BudgetThe cost of the total project will not exceed $150,000.00. This cost includes the incorporatedtrade value of the current Sig P320s. Payment will be provided to the vendor once the order hasbeen fulfilled, and the Bismarck Police Department is in possession of 150 replacementfirearms.Project ContractOnly vendors with a current and active Federal Firearms License (FFL) with the Bureau ofAlcohol, Tobacco, Firearms, and Explosives will be considered.The selected vendor will accept one hundred and forty-five (145) Sig Sauer P320 X-Carryhandguns, each equipped with a Sig Romeo 1 Pro RDS for trade. The trade price for the onehundred and forty-five (145) units will be credited to the Bismarck Police Department for thepurchase of the replacement firearms. The vendor will also provide City of Bismarck personnelwith the opportunity to purchase the current Sig Sauer P320 X-Carry firearms. The selectedvendor will handle the buyback sales, including the ATF Form 4473, to current City of Bismarck4Request for ProposalsCity of Bismarck, North DakotaPersonnel. No unit limits will be imposed on City of Bismarck personnel involving the buy backof the current Sig P320s. If a member of the City of Bismarck wishes to purchase more than oneunit, there will not be a price difference between units.Proposal Request and Selection ProcessSchedule of ProcessThe schedule of the RFP issuance and evaluation process is intended to occur as follows.
