FEMA Provisions………………………………………………………………… 34-42REQUEST FOR PROPOSALTO PROVIDE POST-DISASTER DEBRISMANAGEMENT AND MONITORING SERVICESPART I – ADMINISTRATIVE AND GENERAL INFORMATION1.1 BackgroundThe City of Kenner is soliciting proposals from firms to provide disaster debris monitoring andmanagement services for the City of Kenner. The contract shall include providing personnel tomonitor emergency road clearing and curbside debris collection; oversight of Debris ManagementSites (DMS), including Temporary Debris Storage and Reduction Sites (TDSRS) and ResidentialTemporary Storm Debris Drop-off Sites; monitoring loads delivered to the landfill(s); monitoringand management of Private Property Debris Removal (PPDR) when approved, includingdemolitions of unsafe structures; reconciling load tickets; certifying trucks; resolving damageclaims and residents’ complaints; reviewing and approving debris collection contractors invoices;right-of-entry acquisition, etc.1.1.1 PurposeThe purpose of this Request for Proposal (RFP) is to obtain competitive proposals from qualifiedProposers (Proposer) who are interested in providing the Scope of Work as defined in Part II.1.1.2 Goals and ObjectivesThe objective of the RFP process is to enter into a contract with the successful Proposer that ismost advantageous to the City of Kenner in terms of price, quality of service, and contract terms.Proposers must be experienced in emergency response services, specifically in providing disasterdebris monitoring and related services for emergency events, and knowledgeable regardingFederal Emergency Management Agency (FEMA) regulations. The City of Kenner Purchasing Department is not responsible for anydelays caused by the Proposer’s chosen means of proposal delivery.Proposer is solely responsible for the timely delivery of its proposal. Failure to meet the proposalreceipt date and time shall result in rejection of the proposal.PROPOSALS SHALL NOT BE OPENED PUBLICLY.1.4 Proposal Response FormatProposals submitted for consideration should follow the format and order of presentation describedbelow:A. Cover Letter: Containing a summary of the Proposer’s ability to perform the servicesdescribed in the RFP and confirming that the Proposer is willing to perform those services andenter into a contract with the City of Kenner. The cover letter must be signed by a person havingthe authority to commit the Proposer to a binding contract. If Proposer is an agency, corporation,partnership, company, or other legal entity, the president, vice-president, secretary, treasurer,member, manager, or other authorized agent must sign the proposal, AND satisfactory evidenceof the authority of the person signing for the agency, corporation, partnership, company, or otherlegal entity shall be attached to the proposal.Proposers should demonstrate their understanding of and approach to the project servicesrequested and explain how each element will be accomplished.Page | 2
