III. NOTICE

REQUEST FOR PROPOSALS

The City of Thornton, CO (“Thornton”) respectfully requests separate sealed Proposals for

Consulting Services for On-Call Owners Representation Services, Project No. 335-25

(hereinafter referred to as “Project”). Proposals will be received until 5:00 PM, local time,

January 23, 2026 in the Contract Administration Office, 9500 Civic Center Drive, 2nd Floor

City Hall, Thornton, CO 80229-4326.

Approved Methods for Submission of Proposals:

• Electronic proposals shall be submitted/ uploaded to BidnetDirect.com website in

response to this solicitation;

• Or Physical proposals may be submitted by mail or courier service;

• Or Physical Proposals will be received in the Contract Administration Office, 9500

Civic Center Drive, 2nd Floor City Hall, Thornton, CO 80229-4326.

Late Proposals will not be accepted under any circumstances.

A. Project Description: Provide On-Call Owner’s Representative Services and

Construction Management Services under a multi-year Professional Services

Agreement. Consultants will be expected to provide Professional Services on an on-

call basis via individual task-orders, initiated through Thornton Purchase Orders for

specialty

Services

including

but

not

limited

to:

1. Streets and Traffic: Intersection improvements, street widening and/or

realigning, signals, traffic flow analysis.

2. Water Resources Professionals: To include ditch and canal design, reservoir

analysis and design, hydraulic analysis open-channel, hydro-electric design,

agricultural design and construction, may include highway and street

construction or repair, building remodel or construction, hydraulics, traffic

engineering, utilities, park development, etc., as directed by Thornton.

3. Water Treatment Professionals: Drinking water and waste-water-process

mechanical and electrical professional water plants; pump-houses, river in-

take structural specialists, etc.

4. Utility Conveyance and Site Development: Pipe for all buried utilities, cathodic

design, PRV, lift-station design, heavy civil-site design.

5. Parks: Paths, fields, ponds, restrooms, skate parks, plazas, shelters,

amphitheaters, baseball/softball/soccer fields, pedestrian bridges,

basketball/racquet/hand-ball courts, natural and synthetic turf specialists, etc.

6. Vertical Facilities: Fire Stations, Police Stations, Recreation Centers,

Administrative and Industrial Facility, and other building related projects to

include new construction remodel, repair, and re-capitalization.
