CALL FOR BIDSThe Board of County Commissioners of Cowlitz County, Washington will receive sealed bids untilMonday, November 17, 2025, prior to 1:30 p.m., for the following work: 2025 CAMELOT LARGEONSITE SEPTIC SYSTEM (LOSS) PROJECT.Work performed under this contract consists of the following:Installation of a new (replacement) Large Onsite Septic System (LOSS) including a new tank,drainfield and distribution system, and other work to serve the Camelot development inCowlitz County.At that time all bids will be publicly opened and read in the Board's hearing room. Bids must beaddressed to:Cowlitz County Department of Public WorksAttn: County Engineer1600 13th Avenue SouthKelso WA 98626Project bid documents (Plans, specifications, addenda, bid documents, bidders list and planholders list) for this project are available online for inspection during the bidding period throughthe Builders Exchange of Washington (BXWA) website at www.bxwa.com. Click on PostedProjects, then Public Works, then Cowlitz County and then Projects Bidding. These documentsare available for viewing, downloading and printing on your own equipment free of charge. Thisservice is provided to Prime Bidders, Subcontractors, and Vendors bidding on thisproject. Bidders will need to “Register as a Bidder” through the BXWA in order to receiveautomatic e-mail notification of future addenda and to be placed on the Bidders List. Biddersshould contact Builder’s Exchange of Washington at (425) 258-1303 for questions regardingaccess or registration.Contractor Qualifications:The Contractor shall be a licensed septic system installer and shall:1. Be currently approved by the local health jurisdiction in the county where the LOSS is tobe constructed.2. Have the following experience:a. Four or more years’ experience installing OSS; andb. A minimum of three years continuous licensing in Cowlitz County, andc. A record of successful completion of at least one similar installation, including apressure distribution drainfield, andd. Installed at least 4 individual Sewage treatment and disposal systems in CowlitzCounty in the previous two years, ande. At least three years of installation experience within Cowlitz CountyCall for Bids2025 Camelot LOSS Project No. 2947Page 1It is the sole responsibility of the Bidder to obtain Addenda, if any. Addenda information will beavailable on the BXWA web site at www.bxwa.com. Cowlitz County accepts no responsibility orliability and will provide no accommodation to bidders who fail to check for addenda and therebysubmit inadequate or incomplete responses.Cowlitz County will not provide paper copies of the Project bid documents for this project forbidding purposes. A copy of the plans and specifications may be reviewed at the office of theClerk of the Board of County Commissioners.All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’scheck, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal.Should the successful bidder fail to enter into such contract and furnish satisfactory performancebond within the time stated in the specifications, the bid proposal deposit shall be forfeited toCowlitz County.All documents received in response to this invitation to bid will become a matter of public recordand subject to the Washington public disclosure act under chapter 42.56 RCW.Cowlitz County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that itwill affirmatively ensure that in any contract entered into pursuant to this advertisement,disadvantaged business enterprises will be afforded full and fair opportunity to submit bids inresponse to this invitation and will not be discriminated against on the grounds of race, color,or national origin in consideration for an award.The Board reserves the right to reject any and all bids and to waive any immaterial irregularitiesor informalities in any bid or in the bidding.DATED 21st day of October, 2025.BOARD OF COUNTY COMMISSIONERSOF COWLITZ COUNTY, WASHINGTONRichard R.
