Actual requirements may be more or less thanquantities listed.Jefferson Parish Sheriff's Office reserves the right to award contract or place orders on a lumpsum or Individual item basis or such combination, as shall, in its judgment, to be in the bestinterest of Jefferson Parish Sheriff's Office.BID INSTRUCTIONS:It is the intent of the specification to provide for the purchase of on-site and off-site consignmentmotor fuels for the Jefferson Parish Sheriff's Office, Louisiana, East and West Banks, and GrandIsle. Award shall be based on the on and off-site consignment fee price per gallon for bothbranded and unbranded motor fuels in conjunction with the estimated fuel usage and on the totalnumber of sites conveniently located to address the needs of Jefferson Parish Sheriff's Office.Contractor shall invoice Jefferson Parish Sheriff' Office on a weekly basis for only the motorfuels dispensed into authorized vehicles. Annual usage of motor fuel by Jefferson Parish isapproximately one million five hundred thousand (1,500,000) gallons.BONDSPERFORMANCE BOND:A “performance bond” will be required. Such performance bond shall be in an amount equal tothe margin per gallon times the estimated number of gallons per year. The contractor, at his sole cost, shall furnish all necessary hardware andsoftware needed to implement the proposed automated fuel system. Also, the contractor shallprovide, at his cost, all cards, including replacements for a one card systemThe contractor shall provide the routine maintenance of all equipment on all of the fuel islands.Replacement of the following items resulting from misuse by the owner (Jefferson ParishSheriff's Office) shall be paid for at the cost bid for each: hose, nozzle, hose retractor, dispensers,hose breakaway couplings and shear valve.Jefferson Parish Sheriff's Office reserves the right to supply parts meeting manufacturer’sspecifications. Any parts not listed on this form should be at supplier’s actual invoice price(forward to Fleet Management). The parts furnished must be equal, or equivalent to O.E.M. orname brand products.In an emergency situation, weather, fuel shortage, flooding, etc., the contractor shall ensure thatthe owner (Jefferson Parish Sheriff's Office) has adequate fuel supply for daily operations. TheJefferson Parish Sheriff's Office shall be first priority should fuel be rationed during the life ofthe contract.Jefferson Parish Sheriff's Office:The Jefferson Parish Sheriff's Office, at its cost, will provide the necessary data/phone servicesfor all communications to record the fuel transactions to the supplier. Power will be provided forall necessary equipment to operate the fuel dispensers.ON-CONSIGNMENT REQUIREMENTS:On-Consignment, for the purpose of the bid, shall be described as follows:1. Motor fuels (the physical inventory) as listed owned and maintained by Contractor inJPSO tanks at its on-premise locations and made available for exclusive use by JPSO on-consignment.2. Fuel Inventory management including monitoring inventory levels for scheduling andmaking fuel deliveries only, not for environmental compliance.3. Pump totalizer accounting provided by contractor, who shall install island card readerequipment at the on-premise locations for activating fuel dispensers, tracking and billingconsigned fuel dispensed through the fuel dispensing equipment.4. Routine facilities management. Including equipment maintenance service managementfor Contractor owned equipment.4JPSO Bid # 26-JAN-0701Automotive Fuel/GasContact: Director Larry Smith504-832-24565. Assume the cost of small or insignificant inventory shortages. “Small or insignificantinventory shortages” defined as shortages that fall within 100 gallons per month per tank.Any larger more significant Inventory shortages caused by JPSO dispenser malfunction(i.e. defective meter or pulsar) shall be brought to JPSO attention quickly and billedpromptly. Contractor shall coordinate any dispenser repairs determined necessary andbring to the attention of JPSO for immediate approval of the expenditure (to be billed toJPSO for repairs to its dispensing equipment only).6. Providing a secure access system (i.e., vehicle card and employee pin number) requiredto activate fuel dispensing.7. Any replacement cards should be delivered within 24 hours. At contractor expense.REPORTS:Contractor, at its sole expense, shall provide weekly reporting to the Jefferson Parish Sheriff'sOffice to substantiate the fuel invoice. The required weekly report shall include the following:1. Vehicle department2. Vehicle number and description3. Date and time of fueling4. Name of employee5. Location of fueling6. Vehicle mileage7. Gallons dispensed into vehicle8. Type of fuel9. Price and extended total of fueling10. Miles per gallon of vehicle11. Reporting processed through an online module in a format reasonable accepted andreadily accessible to Jefferson Parish Sheriff' employees.12. Transaction Data available in electronic format (TAB delimited or fixed length fileformat)Monthly reports shall include the following:1. Monthly recap of weekly report information2. Beginning and ending mileage3. Cost per mile for fuels used for each vehicleIn addition to the reporting requirements, the approved vendor shall provide a limited number ofauthorized Jefferson Parish Sheriff's Office employees with 24-hour fuel card permission accesswith individualized log in information. These limited, authorized users will be established byFleet Management. This will allow Jefferson Parish Sheriff's Office the ability to directly andimmediately modify restrictions to fuel card controls for Jefferson Parish Sheriff's Office5
