Bid Title:	Water/Wastewater system Instrumental Maintenance

Description: The City of Methuen’s Water Department is seeking bids from qualified vendors for Methuen Water/Wastewater System Instrumental Maintenance Agreement. Specifications and bid forms may be obtained on or after Monday, July 20, 2026, via download www.methuen.gov/ purchasing.  All potential bidders must be registered as a plan holder through this link. All bids must be made out in Duplicate, either typed or printed in ink. The bids must be filled out and signed as directed therein, sealed in an envelope plainly marked “Technical Proposal for Methuen Water/Wastewater System Instrumental MaintenanceAgreement” and the other to be marked “Price Proposal for the Methuen Water/Wastewater System Instrumental Maintenance Agreement”, addressed to the Office of the City Clerk, Searles Building, 41 Pleasant Street- Rm.112, Methuen, MA 01844, and endorsed with the name, address of bidder.  Sealed Bids must be received by the City Clerk no later than Thursday, August 6, 2026, at 11:00 A.M. local time. No Bid will be considered which is not accompanied by a certified or cashier’s check or bid bond in the amount of five percent (5%) of the total bid, payable to the “City of Methuen”.  This bid deposit will become the property of the City if the successful bidder fails to execute the contract. Bids filled out and left with the deposit as above directed, and no other, will be opened at Methuen City Hall on the 3 rd floor (Great Hall), 41 Pleasant Street, Methuen, MA 01844 on Thursday August 6, 2026 @11:00 AM.  The City of Methuen reserves the right to reject any and all bids or to waive any informality in the bidding if it is deeded to be in the best interest for the City to do so. No Bid may be withdrawn within thirty (30) days, Saturdays, Sundays and legal holidays excluded, after the opening of bids. The bidding and award of this Contract will be under the provisions of M.G. L. Chapter 30B. All questions regarding this RFP and the awarding process shall be directed by e-mail no later than Tuesday, July 28, 2026, by 12:00 Noon to Purchasing@methuen.gov. Special Requirements: Prior to submitting a proposal, proposer must visit the sites with the local conditions and familiarize himself/herself with Federal, State and local laws, ordinances, rules and regulations that may affect the performance of the agreement. Proposers planning to visit the sites shall contact Megan Wintour at 978-983-8845 or mwintour@methuen.gov and schedule an appointment. Miscellaneous: Proposers must submit two (2) separate, clearly marked, sealed envelopes: One envelope shall be marked “Technical Proposal for Methuen Water/Wastewater System Instrumentation Maintenance Agreement” and the other shall be marked “Price Proposal for the Methuen Water/Wastewater System Instrumentation Maintenance Agreement”.
