The Request for Proposals documents are available through the City’s e-Procurement Portal, OpenGov Procurement , or may be obtained at the Brentwood City Hall at 5211 Maryland Way, Brentwood, Tennessee, 37027, Monday through Friday, 8:00 a.m. - 4:30 p.m.
Proposals must be submitted in the format specified in the Request for Proposals. All proposals will be due on Friday, February 13, 2026 at 5:00 pm local time.
Questions concerning the Request for Proposals should be submitted through the City’s e-Procurement Portal, OpenGov Procurement .
Verbal submitted quotations will not be accepted. The City of Brentwood reserves the right to reject any and/or all proposals, to waive any irregularities or informalities in a proposal, and to accept any proposal, which, in its opinion, may be for the best interest of the City.
BackgroundThe City of Brentwood, Tennessee is soliciting proposals for professional planning assistance in the review and preparation of the Brentwood 2030 Comprehensive Plan Update (2040 Plan), including an update of the City’s Major Thoroughfare Plan. The update will revise the original document, adopted in 1999, along with the 2006 and 2016 amendments.
The Brentwood 2020 Plan was adopted by the Brentwood Board of Commissioners (City Commission) in February 1999. The initial process to prepare the plan required one year to complete and involved hundreds of citizens and numerous meetings. The focus of this comprehensive effort was to determine where the community was at the time, where the community should be in 20 years, and how to best reach those goals and objectives.
Seven major goals were established, each supported by specific objectives and action steps:
1. Environmental Conservation, Recreation, and Scenic Protection
2. Retirement
3. Commercial
4. Mobility
5. Residential and Service Institutional
6. Community Identity
7. Growth Management

In 2016, the City completed its most recent update of the 2020 Plan (also referred to as the 2030 Plan). This update was designed to amend the previous plan rather than replace it entirely—a goal that remains unchanged today. Like the original plan, the 2016 update centered on the same seven goals. Its primary purpose was to evaluate progress made toward these goals, determine how evolving community conditions might affect their relevance, and highlight any new areas requiring attention. With the 2030 update we anticipate combining the goals of Retirement, Commercial, Residential and Service Institutional into a single category "Primary Land Uses" and adding "Economic viability of existing commercial" as a new goal.

One of the key tasks of the original plan was to solicit citizen opinions regarding issues facing the City and to gauge the levels of satisfaction/dissatisfaction with various elements of life in Brentwood. A total of three surveys were generated: an initial citizen survey, sent to all households; a business survey, sent to selected businesses; and a second follow-up citizen survey based upon the responses to the initial citizen survey.
As part of the 2030 Plan update, we will conduct two surveys: a citizen survey distributed to all households, and a business survey sent to select businesses or commercial property owners.
As part of this 2030 update process, the City is also seeking a comprehensive update to the Major Thoroughfare Plan, including development of a travel demand model for use in forecasting the traffic impact of future development proposals. This travel demand model will be coordinated with the regional travel demand model developed by the Nashville Area MPO. While this task involves an update to the Major Thoroughfare Plan, the City desires a process that provides for a new and open perspective in assessing all alternatives and options in the development of the Major Thoroughfare Plan update. Also included as part of this task will be a bicycle/pedestrian element.
