DescriptionPurpose
The Army Contracting Command, Aberdeen Proving Ground (ACC-APG) supporting Capability Program Executive (CPE) Command and Control Information Network (C2IN) and Project Manager Command & Control Infrastructure (PM C2I) is seeking information from industry regarding commercially available user‑interface solutions—including hardware and front‑end software—designed to support Corps‑level commanders in visualizing, understanding, and interacting with a complex, multi‑domain battlespace. This RFI is intended to assess market maturity, and identify potential solution providers.
This effort will not develop or procure backend capabilities such as data management platforms, networking infrastructure, or modeling/simulation engines. All backend services will be provided by existing or planned Army programs of record.
This RFI is issued solely for market research, information, and planning purposes. It does not constitute a Request for Quote (RFQ), Request for Proposal (RFP), or a promise to issue a solicitation in the future.
This RFI does not commit the Government to a contract for any supply or service. The Department of War (DoW) will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Not responding to this RFI does not preclude participation in any future solicitation, if issued
Desired Capability
The Army seeks a commander-facing interface that enables rapid comprehension and decision-making across multi-domain operations. Solutions should emphasize:
- Intuitive visualization of large-scale, multi-domain operational environments
- Natural interaction modalities (touch, gesture, voice, pen, or other commercial methods)
- Hardware form factors suitable for command posts and mobile command platforms
- Seamless integration with Army-provided backend data, networks, and services
- Configurability for Corps-level battle rhythms, staff workflows, and commander preferences
Target Network Environments
Respondents should describe how their solution operates within or across the following Army network enclaves:
- NIPRNet
- SIPRNet
- SBU-E
- Tactical networks (e.g., WIN-T/ITN, TAK-based tactical data fabrics)
- Cloud-hosted environments (IL4–IL6 as applicable)
- Simulation/training enclaves used for collective training and wargaming
Solutions must identify any dependencies, limitations, or required certifications for operation within these environments. The government is interested in understanding the vendor's capability to deploy and run their software natively on both Unclassified (NIPRNet) and Classified (SIPRNet) network architectures, including disconnected or degraded tactical network environments.
Primary Data Sources and Systems
Solutions must be capable of consuming and visualizing data from Army-provided backend systems. Respondents should describe their ability to interface with:
- Mission Systems Server (MSS)
- Synthetic training and wargaming environments (e.g., One World Terrain, Synthetic Training Environment components)
- Operational data fabrics (e.g., Tactical Assault Kit, Maven Smart System, Lattice, RAFT, or other Army-approved gateways)
- Relevant Army databases, services, or Application Programming Interfaces made available during prototyping
Respondents should identify supported data formats, protocols, and any required adapters.
Data Access and Integration Approach
Respondents should outline their technical approach for accessing and integrating Army-provided data, including:
- Middleware, gateways, or interface layers required
- Methods for handling streaming, geospatial, temporal, or multi-domain data
- Approaches to latency management, caching, or local rendering
- Security considerations for operating across multiple enclaves
- Any proprietary interfaces or Software Development Kits required for integration
Solutions should assume no new backend development will be funded under this effort.
Prototyping Test & Evaluation (T&E) Approach
Respondents should propose a basic Test & Evaluation plan suitable for a prototyping period of performance (PoP), including:
- Planned evaluation events (lab-based, command post exercises, synthetic environments)
- Methods for collecting feedback from warfighters and Corps-level commanders
- Measures of performance (MOPs) and measures of effectiveness (MOEs) relevant to decision support
- Approaches for iterative refinement during the POP
- Hardware durability, reliability, and environmental considerations
The Army anticipates T&E will occur in both operational and synthetic environments.
RFI Responses shall include the following
Company Profile: Describe your company's core business and include the following: Company name, company address, points-of-contact information, including name, phone number, and e-mail address, Commercial and Government Entity (CAGE) code, Unique Entity Identification (UEID) number, North American Industry Classification System (NAICS) code and current business size.
Corporate Experience: Described prior/current Department of War/Department of Defense (DoD)/Federal Government experience performing efforts of similar size and scope within the last five (5) years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of the specific task areas in the referenced contract as it relates to the services described herein (if applicable).

WRITTEN RESPONSES. Interested parties are requested to respond to this RFI. Written responses shall be in Microsoft Word for Office 2000 compatible format. Respondents may provide supplemental information such as product brochures, specification sheets, photographs, and illustrations that describe your company’s current products that most closely match these capabilities described above. Contractors are encouraged not to include marketing informational materials that do not relate to the products recommended for consideration, as they will be discarded. However, responses may include universal resource locater (URL) links to technical documentation materials (i.e., technical data sheet). Please be advised that all submissions become Government property and will not be returned. DO NOT provide proprietary or classified information in your response to this RFI.
