Sealed bids will be received at the office of Solano IrrigationDistrict, 810 Vaca Valley Parkway, Suite 201, Vacaville, California 95688 by the following dateand time for the following work:BID OPENING TIME: 2:00 p.m.BID OPENING DATE: Thursday January 8, 2026PROJECT: 2026 – Paving Repairs Project Phase 1DESCRIPTION:The District operates and maintains several water facilities within the Solano County such ascanals, pipelines, water treatment plants and all of the associated appurtenances. Each year,several underground District water conveyance facilities require maintenance or improvements,which require the District to trench within and perform surface improvement repairs on existingroads.This contract entails providing paving services for several sites throughout Solano County. Thework shall be performed and billed to the District at the unit prices provided in the contract. Theproject involves saw cutting and/or grinding, excavation, placement of compacted fill, placementof hot mix asphaltic concrete, and striping in accordance with the Solano County standards.The respondent is required to have completed similar work for the last three (3) years to beconsidered responsive.CONTRACT DOCUMENTS:The Contract Documents, including Bidding Documents, will be available on or after December16, 2025. Hard copies of the Contract Documents may be secured at the office of SolanoIrrigation District, 810 Vaca Valley Parkway, Vacaville, California 95688 upon a non-refundablepayment of $40.00 per set. Electronic copies of the Contract Documents may be obtained fromHunter Kett, hkett@sidwater.org, for no cost. A copy of the Contract Documents is available atthe District Office, for viewing only.Notice to Bidders00100-1 2026 – Paving Repairs Project Phase 1QUESTIONS:Project specific questions must be made in writing and sent to Hunter Kett, hkett@sidwater.org.If appropriate, the District will post responses to bidder questions received at the followingaddress: www.sidwaterbids.com. The cutoff date for submittal of questions is Monday, January5, 2026, by 12:00 p.m. local time.BID SECURITY; PERFORMANCE AND PAYMENT BONDS:Bids must be accompanied by a certified check or bidder's bond for ten percent (10%) of theamount of the bid. Refer to Section 9A of the Instructions to Bidders for further instructions.The successful bidder will be required to furnish a performance bond in an amount equal to onehundred percent (100%) of the contract price, and a labor and materials bond in an amount equalto one hundred percent (100%) of the contract price. Refer to Section 4 of the GeneralConditions for further instructions.The Contractor may substitute securities for any moneys withheld to insure performance underthe Contract in strict accordance with Section 22300 and 10263 of the Public Contract Code ofthe State of California.CONTRACTOR LICENSING:The Contractor shall possess a Class A General Engineering Contractor license, as requiredunder the laws of the State of California, at the time the contract is awarded.PREVAILING WAGES:The work contemplated requires the payment of prevailing wages. Bidders are hereby notifiedthat the California Department of Industrial Relations has determined the general prevailing rateof wages for each craft, classification, or type of worker needed to execute the work. Copies ofthe current schedules for prevailing wages are on file in office, and the contents of thoseschedules are included herein as if set forth in full. Copies of the prevailing wage scale for thiswork are also available on the internet at http://www.dir.ca.gov/DlSR/PWD.All contractors and subcontractors listed on the bid proposal for this public project must beregistered with the California State Department of Industrial Relations pursuant to Labor Codesection 1725.5 (with limited exceptions from this requirement for bid purposes only under LaborCode section l77l.l (a)). No contractor or subcontractor may be awarded a contract for publicwork on a public works project unless registered with the California Department of IndustrialRelations pursuant to Labor Code section 1725.5.This project is subject to compliance monitoring and enforcement by the California Departmentof Industrial Relations.MISCELLANEOUS:Per Section 6101 of the Public Contract Code, no person shall be eligible to bid for or receive thecontract for this project who has, in the preceding five years, been convicted of violating a stateor federal law respecting the employment of undocumented aliens.Notice to Bidders00100-2 2026 – Paving Repairs Project Phase 1Per Section 6109 of the Public Contract Code, a person who is ineligible to bid or work on or beawarded a public works project pursuant to Sections 1777.1 or 1777.7 of the Labor Code, shallnot be eligible to bid on, be awarded or perform work on this project.Each Proposal submitted in response to this Notice shall include the cost of all work, labor andmaterials to complete the project. The bids will be opened in public at the above-mentionedprescribed time and date.
