Description: The City of Clemson, South Carolina, is seeking proposals from qualified professional planning and multidisciplinary consulting firms to undertake the creation of a Unified Development Ordinance (UDO). The City recently completed and adopted its new Comprehensive Plan. Rather than restarting the planning conversation, this project is intended to serve as a direct implementation step. The selected consultant will translate the policy direction, goals, and strategies established in the Comprehensive Plan and existing ordinances into a clear, modern, defensive, and administratively effective development tool. Clemson experiences unique growth pressures, distinct development patterns as a prominent university community, and evolving housing needs. The ideal consulting team must possess substantial experience in land use regulations, context-sensitive neighborhood design, zoning map alignment, and digital/graphic ordinance usability. The final product must integrate, modernize, and overhaul the City's existing Zoning Ordinance, Land Development Regulations, and Architectural Standards into a single, cohesive UDO. The City’s primary objective is a complete transition from a legacy zoning code and fragmented regulatory documents into a highly navigable, digital-first UDO that is accessible to both development professionals and the general public. The final ordinance must support an efficient development process, preserving and enhancing Clemson’s unique community character while establishing a clear, predictable, and transparent path from project conception to completion.
