Project Description: The County of Ventura (hereinafter referred to as County) invites your organization to submit a written proposal to provide Electrification Study services for or at various locations of Ventura County. Proposals shall be due no later than 5:00 p.m. on October 30, 2025 for the services of electrification study in accordance with the attached Terms and Conditions, Instructions to Offerors which by this reference are made a part hereof. Offerors shall be skilled and regularly engaged in the general class or type of work called for in the solicitation documents. One qualified vendor will be selected from this RFP. The County reserves the right to increase the number of contracts awarded under this RFP, at its discretion, based on the capacity demonstrated in proposal submissions
The County of Ventura seeks a qualified consultant to perform a comprehensive electrification feasibility study for selected County facilities. The purpose is to determine the technical feasibility, space requirements, electrical capacity needs, and Rough Order of Magnitude (ROM) costs for replacing natural gas-using equipment with appropriately sized, all-electric alternatives.
The study shall provide a single recommended solution for each facility that is the most technically feasible and cost-effective. This recommendation shall be supported by lifecycle cost analysis, space planning, and electrical service assessments.
The County may award a contract for any portion (some or all) of the listed facilities provided the total amount does not exceed budgeted funds. Proposals must provide separate pricing by facility. All requirements, deliverables, and evaluation criteria shall apply to each facility.
A NON-Mandatory pre-proposal conference will be held at 11:00 a.m. on October 8TH, 2025 at the Ventura County Purchasing Services office, 800 S. Victoria Ave., Ventura, CA

The Contractor shall not commence work until a meeting between representatives of the contractor, and the County of Ventura is held. The meeting will be held at a County of Ventura site, at a time and date to be established. The schedule set forth above is subject to change.
