The page limit excludes requiredforms, attachments, pricing sheets, dividers, and resumes.Late submissions will not be considered.EVALUATION CRITERIAProposals will be evaluated based on the following criteria:Cost – 40%Experience & Past Performance – 20%Operational Approach – 20%Staffing Plan – 15%Safety/Compliance – 5%The County reserves the right to request additional information, conduct interviews, and negotiate with one or moreproposers as deemed in the best interest of the County.COUNTY RIGHTS AND RESERVATIONSCarteret County reserves the right to reject any or all proposals; to disqualify incomplete or improper submissions; towaive minor defects as deemed appropriate; to request additional information from any respondent; to change ormodify the scope of the project at any time without penalty; to negotiate terms with one or more respondents; and totake any action deemed to be in the best interest of the County.COMMUNICATIONS AND QUESTIONSAll questions regarding this Request for Proposal (RFP) must be submitted in writing via email to:Matt ReynalAssistant County Manager210 Turner StreetBeaufort, North Carolina 28516Email: Matt.Reynal@carteretcountync.govPROHIBITED COMMUNICATIONSFrom the issuance date of this RFP through the date the contract is awarded, each offeror (including itssubcontractors and/or suppliers) is prohibited from having any communications with any person inside or outside theusing agency, issuing agency, other government agency office, or body (including the purchaser named above,agency head, Board of Commissioners, agency staff), or any private entity, if such communication discusses thecontent of the offeror’s proposal or qualifications, the contents of another offeror’s proposal, another offeror’squalifications or ability to perform the contract, and/or involves the transmittal of any information that could directly orindirectly influence the evaluation of proposals and/or the award of the contract.Offerors not in compliance with this provision shall be disqualified from contract award, unless it is determined thatthe best interest of the County would not be served by such disqualification. An offeror’s proposal may also bedisqualified if its subcontractor or supplier engages in any of the foregoing communications during the time that therequest is active (i.e., from the issuance date to the date of contract award).Only those discussions, communications, or transmittals of information authorized by the issuing agency in this RFP,or general inquiries to the purchaser regarding the status of the contract award, are exempt from this provision.CARTERET COUNTY SOLID WASTE PROGRAMFOREWORDCarteret County is a moderately fast-growing county on the coast of North Carolina. Stretching from Cedar Island toCedar Point the County is almost 100 miles long. The County encompasses the Town of Morehead City, Newport,Cape Carteret, Cedar Point, Bogue, Peletier, as well as the Bogue Banks Towns of Emerald Isle, Atlantic Beach, PineKnoll Shores, and Indian Beach. In addition to the incorporated Towns Carteret County has many unincorporatedcommunities including; Stella, North River, South River, Mill Creek, Smyrna, Otway, Williston, Stacy, Davis, Atlantic,and Cedar Island.Carteret County currently owns or leases twelve (12) convenience sites spread across the County to facilitate thecitizens of the County having appropriate access to dispose of solid waste. The current contract the County has for thisservice includes hauling, management, and staffing of the convenience sites. That contract expires on September 14,2026. The selected contractor shall be mobilized and ready to assume all responsibilities described in the executedcontract on that date. Customer experience and the seamless transition of this service are of the utmost importance tothe Carteret County Commissioners.The County is a member of the Coastal Environmental Partnership (CEP) which operates a landfill in the TuscaroraCommunity in Craven County. CEP also operates a transfer station on Hibbs Rd which is in the beginning phases ofan expansion to modernize the facility consistent with the volume it currently experiences.PROPOSALThis Request for Proposal (RFP) requires a single, comprehensive proposal. Cost shall be provided for the full scopeof services described herein.The selected contractor shall be responsible for furnishing equipment and providing hauling services for solid wasteand recyclable materials collected at twelve (12) convenience sites and various County building locations. In addition,the contractor shall provide staffing and fully operate these convenience sites, which serve the unincorporated areasof Carteret County.Detailed requirements regarding staffing levels, equipment, and operational expectations are provided throughoutthis RFP.DEFINITIONSBatteries: Lead-Acid automobile batteries.C&D Waste (Residential Construction and Demolition Waste): Solid Waste resulting solely from remodeling, repair ordemolition by a resident on residential housing in quantities normally associated with residential housingmaintenance. This is expected to be no more than 2 CY in a pickup truck, one load per day. Large truck loads willbe directed to the Regional Transfer Station with disposal to be paid by the hauler.CPI (Consumer Price Index): The Consumer Price Index referenced in this document will be the index measured bythe United States Department of Labor, Bureau of Labor Statistics, Southern Regional Area - All Urban Consumers(CPI-U).CY (Cubic Yard Measure)Contractor: The firm awarded this contract for solid waste services.County: North Carolina County of CarteretCEP (The Coastal Environmental Partnership): Coastal Environmental Partnership (CEP) located in Tuscarora, NC.They own and operate a Transfer Station located off Hibbs Road in Newport, NC.Electronic Waste: Electronic items--- computer equipment, televisions, cell phones, and other electronic devices.Fuel Price Index: The Weekly On-Highway Diesel Prices posted by the U.S. Energy Information Administration forthe Lower Atlantic Region – available at website: www.eia.doe.govHousehold Bulky Items: These items also referred to as “bulk material” include household furniture, mattresses, andbedding.Mixed Recyclables: Cardboard, newspapers, glass (brown, green, and clear), aluminum and bi-metal beverage &food cans, and plastic beverage containers (HDPE & PET).MSW (Municipal Solid Waste): Any solid waste, garbage and refuse as defined in the Solid Waste ManagementOrdinance of Carteret County, resulting from the operation of a residential establishment that would normally becollected, processed, and disposed of through a public or private solid waste management service.Net Weight of Container: Net weight is the weight of material and container hauled as determined by the scales atfinal destination less the weight of container.Sites or Convenience Sites: These terms refer to the 12 convenience centers established throughout Carteret Countyfor the purpose of receiving solid waste and recyclables from county residents. Their locations are shown on a mapin Attachment “E”.Waste Oil & Filters: This waste is used motor oil resulting from the maintenance of household engines such asautomobiles, trucks, boats and lawn & garden equipment along with oil filters from the same sources.White Goods / Scrap Metal: These items include inoperative or discarded refrigerators, ranges, water heaters,freezers, or other similar domestic appliance along with small quantities of metal.Yard Waste: This is solid waste consisting solely of vegetative matter such as leaves, pine straw, pine cones, grasstrimmings, and small limbs in quantities normally associated with residential yard maintenance. No tree material morethan 6 inches in diameter, or more than 4 feet long. Trailers used by the public for hauling any, and all materialstaken at these sites, shall not be more than 10 feet in length and approximately two (2) CY of material. All larger treesor blocks of wood will need to go across the scales at the CEP Transfer Station.Unauthorized Waste: The Contractor will not be required to accept or transport any hazardous waste as defined bythe U.S. Environmental Protection Agency or any other waste that would not be acceptable for disposal at theCoastal Environmental Partnership Facilities.SCOPE OF WORKa. The Contractor shall coordinate with the existing service provider and the County to ensure a seamless transitionof services. The Contractor shall be fully mobilized and operational by the contract start date. No interruption inservice shall be permitted.
