REQUEST FOR PROPOSALS PTC 24-04SS4A Traffic Safety PlanI. Invitation to Service ProvidersThe City invites you to submit a Qualifications from your firm that clearly presents yourexperience, expertise, and professional capabilities on a project of this nature. The City ofPeachtree Corners (hereinafter called “City”) will receive sealed technical proposals until February11, 2026, 4:00 PM EST, for the above referenced project and the City invites consultants to submitproposals responsive to the specific requirements set forth in this request for proposals (RFP).Any questions and/or specifications that may need clarification shall be submitted via email to theCity’s representative at jnguyen@peachtreecornersga.gov. The email shall include thecorrespondent’s name, company, mailing address, email address, and a direct phone number. Itshall be the consultant’s responsibility to seek clarification as early as possible prior to the openingof proposals. The deadline for the submission of questions via email is February 4, 2026, 4:00 PMEST. All responses to questions and clarifications will be issued as an Addenda uploaded to theCity’s website and sent to all parties who notified the City as an interested consultant. Onlyquestions answered by Addenda will be binding. The proposals must be sent via FTP, hard copy,or email to:James Nguyen, PECity of Peachtree Corners310 Technology ParkwayPeachtree Corners, Georgia 30092jnguyen@peachtreecornersga.govThe proposal should be marked with the proposing firm’s full legal name and “RFP 24-04 SS4ATraffic Safety Plan.” If submitted electronically, both the Email Subject and document shouldhave the proposing firm’s full legal name and “RFP 24-04 SS4A Traffic Safety Plan.” Electronicsubmissions are adequate and are encouraged. Hard copy submittals must bear on the outside thename and address of the consultant and include an electronic version of the proposal on a flashdrive. No proposal may be withdrawn or modified in any way after the deadline for the proposal.Proposals must be valid for ninety (90) days following the opening date.The City may request additional information from suppliers to clarify elements of their proposals.The City also reserves the right to make independent investigations as to the qualification of eachproposal.The City reserves the right to reject any or all Proposals. The city further reserves the right to rejectthe Proposals of any consultant whom it finds non-responsive. The city may also reject theProposal of any consultant if the city believes that it would not be in the best interest of the Projectto make an award to that consultant.II. Project DescriptionThe proposed project will be utilizing the city’s existing equipment (axis cameras, LiDAR-basedintersection detection and data solution, and SmartPoint RoadSide Computer servers) to analyzenear misses, speeding, volumes, and other related safety metrics and to develop a safety actionplan to demonstrate potential improvements. The three intersections that will be studied are:• SR 141/Peachtree Parkway at Peachtree Corners Circle• SR 141/Peachtree Parkway at The Forum Drive and Town Center Boulevard• SR 141/Peachtree Parkway at East Jones Bridge Road and Medlock Bridge RoadThis project is supported by the U.S. Department of Transportation’s Safe Streets and Roads forAll (SS4A) Grants Program. The SS4A program funds regional, local, and Tribal initiativesthrough grants to prevent roadway deaths and serious injuries.We invite you to submit a Proposal from your firm that clearly presents your experience,expertise, and capabilities on a project of this nature. Please review this document and theattached location map.The safety plan shall be prepared under the guidance of a professional Consultant and shall be inaccordance with AASHTO, Georgia Department of Transportation & Gwinnett CountyDepartment of Transportation Design Policies.III. Scope of ServicesThe services to be performed by the consultant pursuant to this Project, include, but are not limited,to the following:Task 1: Data acquisition and management• Utilization of the city’s existing data collection equipment installed at the identifiedintersections to assess near misses, vehicle speeds, traffic volumes, and other relatedmetrics that provide context for safety concerns.• Conduct traffic crash data management, analysis, and reporting using appropriatesoftware tools and methodologies.Task 2: Develop demonstration projects• Develop a Safety Action Plan outlining the implementation of pilot projects todemonstrate speed management treatments, enhanced protection for vulnerableroadside users, and reducing near miss incidents.• Emphasis should be placed on quick build strategies and demonstration projects thatcan be implemented efficiently and evaluated effectivelyIV. Proposal FormatConsultants shall submit an original Qualification Proposals. Proposals should be marked with thefirm’s full legal name and “RFP 24-04 SS4A Traffic Safety Plan.” Hard copy submittals mustbear on the outside the name and address of the consultant and should include an electronic copyprovided on a flash drive. Electronic submissions are adequate and are encouraged. Proposals mustbe in strict compliance with this Request for Proposal. Failure to comply with all provisions of theRFP or to provide complete responses to all sections may result in disqualification.Responses shall be concise while completely providing all information required. All responsesshall be typed and kept to a maximum of ten (10) 8.5” x 11” one sided page. The Cover Page,Table of Contents, and Exhibits will not count toward the 10-page limit. Exhibits can includeAddenda Signature Pages, Project Staff’s Resumes, Disadvantage Business EnterpriseCommitment Letters, and additional information on Similar Experiences. Exhibits may also beprinted as 11” x 17” sheets and folded to fit the proposal. The required font size is 12-pt with theexclusion of fonts associated with tables, charts, and exhibits.For the City to adequately compare and evaluate proposals, all proposals must include:Cover Letter: A one-page letter that summarizes the key elements of the proposal. The letter mustinclude the consultant’s company name, the address where the business resides, website, andcontact information of the primary proposing person. The letter should state why the contractorfeels they should be selected. The letter is required to be signed by an authorized officer and mustprovide a statement that they understand the contents of the Request for Proposal and the proposalwill be valid for ninety (90) days from the opening date.Project Summary: A summary of the project displaying the consultant’s understanding of theproposed project and the impacts it may have on the City of Peachtree Corners. The summary shallinclude the consultant’s understanding of the scope of work and the purpose of the proposal.Methodology: Description of the overall approach the consultant will take to complete the scopeof work within this Request for Proposal, including any innovative efforts that may occur. Includeall the tools or applications that will be used to complete the project. Include details on how theproject team will ensure the City’s satisfaction and what task is required by the city to assist.Proposed Schedule: Provide a GANTT chart styled schedule for completion of the scope of workthat gives specific time frames for each phase of the project.Project Staff: Provide the anticipated list of individuals who will be tasked to work on this projectand indicate the functions that each will perform. Include each personnel’s experience thatdemonstrates their capability to successfully complete this project.Similar Experience: Provide no less than three (3) project references completed in the last fiveyears similar in size and scope to the proposed project that prove that the consultant andcorresponding project staff have the experience capable of completing this proposed project. Eachreference shall include project name, project description, key personnel, location, cost, status, andclient contact information.Disadvantage Business Enterprise Involvement: The City encourages all consultants to promoteopportunities for Diverse Business Enterprises (DBEs) to compete for business as consultants, sub-consultants and/or suppliers. Goals are based on the Scope of Services and general availability offirms with the necessary experience and capacity to perform the services. Consultants areencouraged to involve DBEs in all aspects of the work. All consultants responding to the proposalshall specify information regarding DBE participation, if any. Information should include the nameand addresses of DBE firm committed to participate in the Scope, description of the work eachDBE will perform, as well as written confirmation from the DBE committed to participate.Local Preference: The City encourages participation from firms that are locally based or thatdemonstrate a meaningful commitment to the local community. While local preference is not arequirement, the City may consider a firm’s local presence and community engagement as part ofthe overall evaluation process when permissible under applicable procurement regulations.V.
