Location: City of Spokane Valley city-limits and potential annexation areas located within the current and future Urban Growth Area (UGA).

Proposal Name: Spokane Valley Comprehensive Plan Update 2026-2046, Draft Environmental Impact Statement (DEIS), and supporting development regulations.

Description of Proposal: The City of Spokane Valley is updating its current 2017-2037 Comprehensive Plan and development regulations in the Spokane Valley Municipal Code (SVMC) Titles 17, 19, 20, 21 and 22 consistent with the Washington State Growth Management Act (GMA).

Description of Scenarios: The Draft EIS analyzed three growth alternatives: No Action Alternative, E.g., “No Action Scenario”: No changes to existing land uses or zoning, but state housing laws take effect even if the City does not update its Comprehensive Plan or code including allowing up to six middle housing units per lot and accessory dwelling units (ADUs) in the R1, R2, R3, and R4 zones. Middle housing contains two or more attached, stacked, or clustered homes and is compatible in scale, form, and character with single-family houses. Alternative 1, Referenced herein as “Scenario A”: Actions under “Scenario A” include limited rezoning by changing areas along the Sprague Avenue corridor currently zoned R4 to Multifamily Residential (MFR) and allowing residential in the Regional Commercial (RC) zone with increased densities in the MFR, Mixed Use (MU), RC and Corridor Mixed Use (CMU) zones from 22 units/acre to 32 units per acre to accommodate the required housing unit capacity. This scenario also allows middle housing in the R1 through R4 zones. Alternative 2, Referenced herein as “Scenario B”: Actions under “Scenario B” include more significant upzoning in existing MFR, MU, RC, and CMU designations by increasing allowed density in these zones from 22 units/acre to 40 units/acre, allowing residential in the RC zone, and allowing middle housing in the R1 through R4 zones.
