The City of Lathrop Department of Public Works is inviting qualified engineering firms to submit proposals for the O Street Wastewater Pump Station Project (CIP WW 26-22). This project involves replacing the existing wastewater pump station with a new facility designed to increase capacity and improve operational efficiency.
The proposed project will replace the existing O Street Pump Station with a new facility to be constructed on a corner of the Lathrop Elementary School property, across the street from the current site. The new station will connect to the existing gravity and force mains along O Street. The project scope includes installation of two (2) 15-horsepower pumps equipped with variable frequency drives (VFDs) to accommodate Peak Wet Weather Flow (PWWF) and Total Dynamic Head (TDH) at ultimate buildout conditions. Additionally, one (1) 5-horsepower pump will be installed at the existing O Street Pump Station to support low-flow operations.

GENERAL INFORMATIONThe City of Lathrop, Department of Public Works, is seeking proposals from qualified firmsinterested in providing engineering consulting services for the O Street Wastewater Pump Station(Project), Capital Improvement Project (CIP) WW 26-22. This project is intended to replace theexisting pump station with a new pump station and increase the capacity to operate at optimumlevels.B. BACKGROUNDFlow monitoring has indicated that approximately 2,060 linear feet of gravity mains upstream ofthe existing O Street Pump Station are regularly surcharged due to the station’s shallow wet well.To maintain acceptable pump operating levels, the City must allow the wet well to fill above theinfluent pipe invert, effectively using a portion of the upstream gravity mains for temporarystorage.The proposed project will replace the existing O Street Pump Station with a new facility to beconstructed on a corner of the Lathrop Elementary School property, across the street from thecurrent site. ANTICIPATED SCOPE OF SERVICESA detailed scope of services and budget for this project will be developed as part of the contractnegotiations for the O Street Wastewater Pump Station project. Consultants are requested toprovide a recommended approach and level of effort based on their experience and understandingof the project and the City’s needs. It is anticipated that the scope of services will include, but notbe limited to, the following tasks:Task 1: Project ManagementThe consultant will conduct a kick-off and bi-weekly project progress meetings, follow up withmeeting minutes, prepare monthly status reports and invoices. Consultant will closely monitorproject budget, labor hours expended, and schedule throughout the project. Consultant willperform internal quality assurance and quality control on all project work products.Task 2 – Pump Station Condition AssessmentThe Consultant will review as-built plans, operation and maintenance manual, and availableoperational data. The Consultant will conduct a site visit and meet with City utility staff andoperators to provide an assessment to include issues associated with pump station maintenance,safety and operations. The Consultant will prepare a technical memorandum of the pump stationcondition assessment and Basis of Design Report with design recommendations.2|PageTask 3 – Plans, Specifications and EstimatesIncludes preparing the Plans, Technical Specifications, Engineer’s Estimate and other servicesnecessary for the City to solicit bids for the construction of the project, including a detailed bidschedule. The City will provide the front-end sections including the Notice Inviting Bids and theCity’s standard construction contract specifications and insurance requirements.Task 4 – Bidding AssistanceIncludes providing technical support during bidding, participation in a pre-bid meeting (if deemedneeded) to answer questions and prepare addenda before the bid opening and assist in analyzingthe bid results and reviewing the recommendation for award.Task 5 – Engineering Support Services During ConstructionIncludes engineering support services to ensure the project is built according to the plans andspecifications. Engineering support services during construction would typically includeparticipation at construction meetings, preparing responses to technical questions and/or requestfor information (RFI), preparing architectural supplemental instructions (ASI) as needed, reviewof change orders, invoices and project schedule, attending final walk through and prepare list andpreparation of record drawings at the project conclusion.D. RFP CONTENTRequest for Proposals shall include, but not be limited to, the following minimum information:1. Description of firm and information on major types of consulting services that the firmperforms that are in line with this type of project. Provide information on the firm's currentworkload, facilities, resources, and relevant water resources project experience. (1pagemax)2. Provide a work history of the firm. Include examples of previous work done on projectsof similar type, size and scope. Include a list of client references with contacts and phonenumbers.3. Provide the names along with brief resumes of key personnel who will be involved withthe project. A description or organizational chart of the proposed team structure. Includedescriptions of their assigned duties and projected involvement in the project.4. Provide a description of the proposed methodology, approach to the project and proposedwork tasks.5. Provide an estimated project schedule and critical path to achieve schedule.6. Provide a fee proposal for a not to exceed price based on time and materials for each of thetasks included in the anticipated scope of services. The fee proposal shall include allassumptions including information assumed to be provided by the City, number ofmeetings, proposed staffing, status reporting, and any other assumptions that affect thework effort.7. Provide a fee schedule for firm, should additional services be needed on a time andmaterials basis that are not identified in this RFP.3|Page8. Identify any services that are specifically excluded from the Scope of Work that will likelybe needed to complete the project of the desired scope of work.E. COMPENSATIONThe Consultant shall advise City in writing of the scope of work to be provided for eachassignment, the cost of each, and estimated time to perform services. The Consultant shall notproceed to perform any such services until the City and Consultant have established a project cost,a completion schedule, and a period for performance and the City has given its writtenauthorization to proceed.The terms and conditions of the agreement will be on an agreed time and material basis with a notto exceed fee. The prime consultant will be responsible for sub-consulting as required. Theconsultant’s attention is directed to the insurance and indemnification requirements listed in theSample Consultant Agreement in Attachment ‘A’.F. REVISION TO THE RFPThe City reserves the right to revise the RFP prior to the date that responses are due. The Cityreserves the right to extend the date by which the responses are due. Revisions and extensions tothe RFP shall be e-mailed to all potential Consultants known to the City and/or uploaded on theCity Website.The City also reserves the right to reject any or all of the responses, and to re-initiate or abandonthe RFP process.G. SELECTION PROCESSThe City shall review the responses for completeness, clarity and content. The City’s review willbe based on firm’s experience, key personnel, cost proposal, proposed schedule and theConsultant’s performance in the City’s past and ongoing projects, if applicable.Based on the review, the City may choose to shortlist certain firms for further consideration andinvitation to participate in an oral interview. The City reserves the right to invite any number offirms for oral interviews. The Consultant, by submitting a response to this RFP, waives all rightsto protest or seek any legal remedies whatsoever regarding any aspect of this RFP.This RFP does not commit the City to award a contract, to defray cost incurred in the preparationof a proposal pursuant to this RFP or to procure or contract for work.When the City has chosen a Consultant, it will recommend selection of that Consultant to the CityCouncil. Confirmation and approval of the Consultant recommended by the City is subject toapproval by the City Council. The City reserves the right to reject any and all proposals, or tonegotiate separately with any source whatsoever in any manner necessary to serve the best interestsof the City.
