Summary
The Contractor will administer the City’s Right of Entry (ROE) program to support private property debris removal (PPDR) planning. Core responsibilities include program design and administration, public outreach, application intake, title searches, and parcel-level verification. The Contractor will establish a GIS-based database and cloud-based system to manage ROE forms, title reports, and supporting documentation, while also providing project management, quality control, and technical assistance to ensure the program meets local, state, and federal requirements. The City may elect to include two add alternates: (1) Hazardous Site Assessments to document and quantify debris, household hazardous waste, and asbestos-containing materials across affected parcels, and (2) Structural Inspections conducted by certified building inspectors to identify code violations, determine habitability, and provide cost estimates for repair.
