Softball Field and Associated Amenities RenovationFY26-650-34Invitation For BidsGeneral NoticeThe Parks, Recreation, and Cemetery Division of the City of Manchester is requesting Bids forthe construction of the following Project:Softball Field and Associated Amenities RenovationFY26-650-34Time, Date, and Place for Receipt of Bids: Bids for the construction of the Project will bereceived at the Department of Public Works located at 475 Valley Street, Manchester, NH03103, until Thursday, April 23, 2026, at 1:00 P.M. local time. At that time, the Bids receivedwill be publicly opened and read.Bid Basis: Base Bid with AlternatesBidders must submit a Bid on a lump sum basis for the base Bid and include a separate price foreach alternate described in the Bidding Documents and as provided for in the Bid Form. Theprice for each alternate will be the amount added to or subtracted from the Base Bid if theOwner selects it.In the comparison of Bids, alternates will be applied in the same order of priority as listed in theBid Form.Prequalification: All individuals, firms, partnerships, or corporations intending to bid must beprequalified for the project if their bid exceeds $250,000, per the City of Manchester’sprocurement code. Those Contractors interested in bidding shall be required to submit theirproject-specific prequalification form at least five (5) working days prior to the bid opening.Prequalification forms may be obtained at the Office of the Department of Public Works (475Valley Street) for $5.00 or downloaded from the following:https://www.manchesternh.gov/Departments/purchasing/Pre-Qualification ApplicationDescription of Work: The City of Manchester is seeking to enter into a single contract for therenovation of the softball field and its surrounding amenities at Wolfe Park.The responsibilities of the General Contractor will include, but are not limited to:● Softball Infield Under-drainage Installation● Softball Outfield Turf Repair● Restrooms/Storage Building Demolition & Replacement● Concrete Bleacher Demolition and Replacement● Fence – Dugouts, Backstop & Sidelines Demolition & Replacement● Foul Posts Repainting & Relocation● Trees Removed and Stumps Ground By OthersSchedule of Work: The Project has an expected substantial completion date no later thanINSTRUCTIONS FOR BIDS Page 1 of 3Softball Field and Associated Amenities RenovationFY26-650-34August 15, 2026, with a start date any time after contract execution.Obtaining the Bidding Documents: Bidding Documents may be downloaded from the City ofManchester’s designated website:https://www.manchesternh.gov/Departments/Purchasing/Bid-Opportunities-and-ResultsThe designated website will be updated periodically with addenda and other informationrelevant to submitting a Bid for the Project. All official notifications, addenda, and other BiddingDocuments will be offered only through the designated website. Neither Owner nor Engineerwill be responsible for Bidding Documents, including any addenda, obtained from sources otherthan the designated website.Prebid Conference: A pre-bid conference for the Project will be held on Wednesday, April 1,2026, at 1:00 P.M. at Wolfe Park Softball Field located at 110 Harvell St, Manchester, NH03102. Attendance at the pre-bid conference is encouraged but not required.Instructions to Bidders: For all further requirements regarding bid submittal, qualifications,procedures, and contract award, refer to the Instructions to Bidders that are included in theBidding Documents.Bid Security and Bonds: Each BID must be accompanied by a BID BOND or certified check in theamount of 5% of the total Bid, including Add Alternatives. A Performance and Payment Bond,each in the amount of 100 percent of the contract price, is required of the successful bidder.Submit an unqualified letter from a bonding company to the effect of the maximum singleproject and aggregate bonding capacity for your organization.Domestic Preference: This project is subject to the Build America, Buy America Act (BABAA)requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58,§§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, andconstruction materials used in this project must be produced in the United States.Davis Bacon Wage Rates, Heavy Construction: This project is funded with City-issued bondsand U.S. Department of Housing and Urban Development (DHUD) Federal CommunityDevelopment Block Grant monies.
