Minority and women-owned businesses are encouraged to respond. Homecomings,Inc., reserves the right to retain all proposal packages submitted and use any idea in a packageregardless of whether the package is selected. Homecomings, Inc. reserves the right to waiveirregularities and to reject any and all proposals.Project Description InformationHomecomings, Inc., Nonprofit affiliate of the Housing Authority of the City of San Buenaventura(HACSB) proposes to rehabilitate the remaining Public Housing scattered site properties in AMP 4and AMP 5 by requesting permission from the U.S. Department of Housing and Urban Development(HUD) Rental Assistance Demonstration (RAD) RAD application and approval process.The project is comprised of eight (8) scattered site multi-family apartments and four (4) scatteredsite quadplexes with a total of 148 units. The unit-mix for the multi-family apartments consists ofone, two, three and four-bedroom units, and the quadplexes have one, and three-bedroom units. Alltwelve (12) sites will be a part of the RAD conversion. Homecomings, Inc. will request the RADblend program, which will permit Project-based vouchers at 90% for the units using the HUD FairMarket Rents (FMR) and allow the other 10% for the RAD voucher units.Homecomings, Inc., is anticipating RAD approval by the end of third quarter of 2026. Homecomings,Inc., plans to apply to the California Debt Limit Allocation Committee (CDLAC) tax credit programunder a to-be-formed limited partner. The restricted units will be between 30% and 80% of the areamedian income (AMI). The building types are all within a 10-mile radius from one another. Theproject is not anticipating any major ground disturbance during the rehabilitation phase ofconstruction.Scope of ServicesThe RAD Physical Condition Assessment (RPCA) and CNA e-Tool will provide Homecomings,Inc., with a summary of the critical, immediate, and long-term physical needs of the property. Basedon the physical needs, Homecomings, Inc., will have the necessary data to calculate the initialdeposits and on-going annual deposits to the Reserve for Replacement accounts needed topreserve the properties for 20 years as required by HUD.General Requirements. The selected Consultant will follow all inspection and reportingrequirements for the RPCA and e-Tool 3.2 included in the RAD PIH Notice H-2019-09 PIH 2019- 23HA for housing authorities converting from public housing to Section 8. The RPCA will consider anyHomecomings, Inc., provided repair and replacement scope of work and shall also follow theCapital Needs Assessment regulations for new construction and rehabilitation of scattered siteprojects pertaining to the California Debt Limit Allocation Committee (CDLAC), per section 5212and 5250 and to the California Tax Credit Allocation Committee (CTCAC), per section10322(h)(26)(B). The preparation of the RPCA will include the following:31. Perform interviews and review existing property documentation with knowledgeableHomecomings, Inc., staff including building plans, histories, prior assessments,maintenance records, and Real Estate Assessment Center (REAC) scores to understandif repairs/replacements have occurred.2. Identify all development components that will be part of the assessment.3. Establish a methodology that will sample multiple like-kind buildings, and common areassuch as lobbies, corridors, and community facilities, in accordance with the HUD RADprogram.The HUD E-tool provides a general list of potential components to be assessed. Generally,components to be assessed are those for which replacement represents a significantcapital cost eligible for funding from the HUD Capital Fund Grant received byHomecomings, Inc. The HUD E-tool list is not all inclusive and may not include significantcomponents that will need assessment and should be included.4. Perform walks, rough assessment/inspections of the property to ascertain the condition ofthe property to include immediate critical and non-critical needs; general code compliance;expected repair, replacement, and major refurbishment needs; and total estimated cost tocomplete such items. The assessor will record the data-on-Data Collection forms for thefollowing: site, building exterior, building systems, unit, and common areas.5. Take into consideration the Energy Efficiency and Climate Resiliency factors outlined inthe RAD Supplemental Notice H 2023-08.6. The Consultant will use the Fannie Mae table of EULs and information provided byHomecomings, Inc. to determine the Remaining Useful Life of each individual componentand major systems.7. If the conversion involves a repair or rehabilitation scope, Homecomings, Inc. will providethe Scope of Work to the Consultant to incorporate into the narrative report and 20-yearReserve for Replacement Schedule.The intent of the assessment is to perform a full evaluation based on visual observation of accessibleareas. The assessor is not expected to perform destructive or forensic testing (opening wall cavities,cutting pipes, etc.) or to enter confined spaces. No destructive testing is to take place withoutprior written approval by Homecomings, Inc.Any deficiencies identified that could have an impact on health and safety will be brought to theattention of Homecomings, Inc., immediately by written and verbal notification as a matter of ensuringthe safety of residents and Homecomings, Inc., personnel.The work performed by the Consultant under this solicitation must be in compliance with theproposed regulations as known at the time of this solicitation. Consultants shall ensure that datacollected under this solicitation includes all information required under the proposed rule.Stage 1Upon completion of the inspections, the selected Consultant will provide Homecomings Inc. with a4draft narrative report and the 20-year Reserve for Replacement Schedules in both paper andelectronic format.Stage 2Homecomings, Inc. will review the narrative report and Reserve Schedules and provide requestedchanges and feedback to the Consultant. The Consultant will make the requested changes, ifappropriate, and send a final version of both the narrative and Reserve Schedule to Homecomings,Inc.Stage 3The PHA will create the E-Tool within HUD Secure Systems and send it to the Consultant.Stage 4The Consultant will load the data into the HUD E-Tool and send it back to Homecomings, Inc.Stage 5Homecomings, Inc. will enter the Financial Factors into the E-Tool, validate the E-Tool, export a copy,and submit the E-Tool to HUD.The final report of the RPCA narrative and e-Tool version 3.2 shall be in an acceptable format toHUD for the RAD program. If for any reason the report is not compliant with HUD and the RADprogram regulations, the changes are required to be made by vendor with no additional cost toHomecomings, Inc.QualificationsTo be considered qualified to perform the services under the Scope of Work, the Consultant musthave the following qualifications:1. The RPCA/E-Tool must be completed by a qualified, independent third-party professionalas required by the MAP Guide; and2. Possess state and local licenses as required; and3. Must have at least 5 years’ experience performing RAD Physical Condition Assessmentsand cost estimates for Homecomings, Inc., demonstrated knowledge of applicablemultifamily building standards and codes; and a working knowledge of commonly usedcomputer technology and HUD module for the E-Tool version 3.2. (MS Excel, Access,etc.); and4. Has previously performed and provided a Capital Needs Assessment for new constructionand rehabilitation scattered site projects that have submitted a funding application to theCalifornia Tax Credit Allocation Committee (CTCAC) or to the California Debt LimitAllocation Committee (CDLAC) and RAD per each programs regulations.Insurance RequirementsThe Consultant must demonstrate Worker’s Compensation Insurance and at least $1,000,000.00separately for both casualty and professional liability insurance.5
