The City of Irving (“City”) is seeking proposals from qualified professional consulting firms to update the Irving Public Library (IPL) Mission and Vision and develop a comprehensive updated Strategic Plan. The Strategic Plan Update will establish goals, measurable objectives, implementation strategies, and performance measures that guide library services, resource allocation, facilities, technology, partnerships, programming, and community engagement over the next five years (2027–2032).

There will be no pre-proposal meeting in conjunction with this RFP.

Any questions or requests for clarification should be submitted under the questions tab in this online solicitation. The responses will be posted after consultation with the appropriate department personnel. If the responses necessitate a significant change to the specifications, an addendum will be issued.

The City of Irving strongly encourages proposers to submit their response to this RFP electronically. Please call the individual listed on the RFP if you require assistance with this submittal.
