REQUEST FOR PROPOSALS (RFP) #026-007

COST ESTIMATING AND COST VALIDATION SERVICES FOR

L’ENFANT STATION AND FOURTH TRACK IMPROVEMENTS PROJECT

The intent of this solicitation is to obtain professional Cost Estimating and Cost Validation Services (CVS) in support of the Construction Manager/General Contractor (CM/GC) delivery of the L’Enfant Station and Fourth Track Improvements Project (LEF Project). The Consultant shall provide objective, independent, and auditable cost estimating and validation services throughout design development, preconstruction, and Guaranteed Maximum Price (GMP) development for the LEF Project.

A non-mandatory pre-proposal meeting to discuss the requirements of this solicitation will be held virtually for prospective Offerors via Microsoft Teams video conference on August 12, 2026, at 1:00 P.M. Eastern Standard Time (EST). The Microsoft Teams link is provided on page 9 of the RFP.

Any changes to the solicitation as a result of the pre-proposal meeting will be issued through a written addendum to the solicitation.

Proposals are due September 1, 2026, by 2:00 P.M. EST.
