I. GENERAL INFORMATION

A. PURPOSE OF REQUESTS FOR PROPOSAL (RFP)

The City of Siloam Springs is seeking proposals from qualified firms to provide janitorial services

for the City facilities.

B. SUBMITTING YOUR PROPOSAL

All proposals must be completed and received no later than 10:00 am cst on Monday, February

23, 2026.

Qualified firms are invited to submit one hard copy of their proposal to:

Proposals received after the deadline will be late and will be disqualified.

All proposals must be signed, by an officer of the responding party, legally authorized to bind

the responder to the proposal, and sealed in an envelope. Proposals that are not properly

signed may be rejected.

Statements of Proposal will be reviewed, and those vendors whose proposals most

appropriately meet the City’s needs will be considered. The City reserves the right to reject

any or all proposals submitted and to waive any irregularities.

No proposal shall be accepted from, or no contract or purchase order shall be awarded to any

person, firm or corporation that is deemed irresponsible or unreliable by the City of Siloam

Springs.

C. NON-DISCRIMINATION STATEMENT

By signing and submitting a proposal, the offeror certifies they do not discriminate in their

employment practices with regard to race, color, creed, religion, age, sex, ancestry, national

origin or disability.

D. MODIFICATION OR WITHDRAWAL OF PROPOSALS

Proposals may be modified or withdrawn by the offeror prior to the established due date and

time.

E. OFFEROR INQUIRIES

Offerors may request inquiries concerning this RFP to obtain clarification of requirements. No

inquiries will be accepted after the date and time indicated.

F. LENGTH OF CONTRACT

One (1) year with the option to auto-renew for up to two (2) additional years if both parties are

amenable.

II. SCOPE OF WORK

A. GENERAL INFORMATION AND SCOPE OF SERVICES

The scope of services requested by the City of Siloam Springs is for a three (3) year. The

components within this Request for Proposal cover the cleaning of city facilities on a schedule

as outlined below.

City Hall (400 N Broadway):

• Clean front entrance partition glass, remove all smudges

• Dust/ clean all fixtures and office furniture

• Clean all doors, frames, walls, and switches

• Empty all wastepaper and trash

• Clean and sanitize drinking fountains/coolers

• Vacuum and/or wipe fabric/leather/plastic furniture

• Service exterior trash bins

• Dust high & low removing all cobwebs

• Dust ceiling vents, light fixtures, and picture frames

• Dust ledges and windowsills

• Vacuum all carpeted areas and walk mats

• Detail vacuuming

• Dust mop all hard flooring surfaces

• Damp mop all hard flooring surfaces

• Clean and sanitize kitchen counters, sink, and tables

• Clean and sanitize appliance exteriors

• Clean and sanitize microwaves

• Stock all paper and soap products

• Clean and sanitize all restroom dispensers and fixtures

• Clean and sanitize all sinks, toilets, and urinals

• Spot clean all tile walls, and toilet partitions

• Wash all restroom floors with germicidal cleaner

• Clean restroom metal and mirrors

• Clean and sanitize sanitary napkin dispensers
