The City of Robinson is accepting Request for Qualifications (RFQ) for Grant Application and Acquisition, Grant Agreement Preparation Assistance and Grant Administration Assistance.

February 4th , 2025, 4:30PM (CST)
at City Hall at 111 W. Lyndale Dr.

RFQ’s must be in the City’s possession on or before the aforementioned date and time. Electronic mail (E-mail) or facsimile (Fax) will not be accepted. Late proposals will not be considered under any circumstances and will be returned unopened to the proposer.

Background

The City of Robinson, Texas (the “City”) is a Home Rule City located within McLennan Co. and is a part of the Waco Metropolitan Area. The City itself is roughly a mixture of a suburban layout in its northern half and rural in nature in its southern half. The City has no extraterritorial jurisdiction (ETJ) and therefore City boundaries are not expected to change.

The United States Department of the Census (the “U.S. Census”) estimates a population of 12,923 residents as of July 1, 2023. This is a four percent (4%) increase in population from the original 2020 U.S. Census (12,430 residents) and a fifteen percent (15%) increase in population from the original 2010 U.S. Census (10,509 residents). With the increase in residential population also leads to commercial and industrial growth with most of this growth along State Highway 6 / Loop 340 at the north end of the City and Interstate Highway 35 on the west end of the City.

The City was recently awarded a Safe Streets for All grant in late 2024. In addition, the City is in the process of designing water treatment plant and system upgrades and seeks to acquire funding assistance from state and Federal resources to address these upgrades. The City also desires to explore other grant and funding opportunities. Finally, the City is seeking a competent consultant to assist with all aspects of grant applications, agreement drafting, reporting and administration. The City is seeking to enter into a professional services contract with a competent firm to provide the services as listed in this RFQ.

Qualifications:
The Consultant will provide expert assistance to the City in a myriad of specialized and comprehensive engineering services including but not limited to the following:
1. Assistance with preparing the grant agreement including a five-year plan for the City’s recently received SS4A grant.
2. Grant funding research to identify grant resources including, but not limited to,
federal, state, foundation, agencies and organizations that support the City’s funding needs and priorities in the following general areas, by way of illustration not of limitation:
• Community/Economic Development,
• Criminal Justice Technology and Programs,
• Public Works,
• Infrastructure Development and Maintenance,
• Parks and Recreation,
• Transportation/Highway/Sustainability/Transit,
• GIS Geographic Information System, and
• Community and Municipal Planning;
3. Assistance in preparing and submitting applications for funding opportunities
identified in #2 above.
4. Assistance in preparing grant agreements.
5. Assistance in grant administration including preparation of required reporting.
6. Assistance in meeting any other requirements related to funding provided to the city through the processes outlined above

The proposals received will be evaluated by the Selection Committee based on the following criteria:

1. Experience - 50%
2. Work Performance - 25%
3. Capacity to Perform -15%
4. Presentation - 10%

Miscellaneous:
A Selection Committee review the initial RFQ submittal on Items 1 – 3 and rank all eligible respondents.

The three (3) firms that have the highest ranking will be invited for presentation/interview with the Members. The Committee will then rank the top three after including the presentation score. The City will recommend to the Council negotiating with the top ranked firm. If a satisfactory contract cannot be negotiated with that firm, the City will move down the list until a contract can be reached.
