Theanticipated installation is for the entire city and the focus of support will be in the corporate city limits.TERM OF CONTRACTThe term of the contract shall be for one (1) year, with the option to renew for two (2) additional one-yearterms.VENDOR MINIMUM QUALIFICATIONS• Vendor must be located within 50 miles of the City of Wheaton• Prior experience serving a minimum of three (3) municipalities within the last five (5) years.• The successful Vendor shall be in compliance with the City’s requirements for insurance, as listed inExhibit C-Insurance Requirements.SCOPE OF SERVICESThe consultant or engineering firm will act as the City’s on-site representative during construction. Coreresponsibilities usually include:• Monitoring contractor work to ensure compliance with permit conditions, traffic control plans, andrestoration standards• Verifying proper installation of communication ducts (depth, alignment, materials, and methods)• Documenting progress through daily field reports, photos, and issue logs• Coordinating with utility companies, contractors, and City staff to resolve conflicts quickly• Responding to residents’ concerns such as access, property impacts, and safety issues• Ensuring proper restoration of pavement, parkways, and landscaping• Review of and recommendation for approving permits applied for during this time.STAFFING APPROACH• Field inspectors or resident engineers assigned part-time for an estimated 20 hours per week betweenMay and December of 2026. Inspections will be on days when work occurs.• Serve as the main point of contact with the City• Provide inspections of all restorations such as backfill, landscaping, pavement and sidewalk restoration.DELIVERABLES• Daily/weekly inspection reports• Permit compliance checklists• Issue tracking and resolution logsPage 1 of 3Scope of ServicesEXHIBIT AREQUEST FOR PROPOSAL #26-99CONSTRUCTION OBSERVATION SERVICES• Final summary report documenting construction compliance and any outstanding concerns• Perform Erosion Control Inspections for compliance with permit terms and conditionsSUBMITTAL REQUIREMENTSTHE CITY OF WHEATON ASKS THAT YOUR RESPONSE INCLUDE THE FOLLOWING INFORMATION, IN TABBEDSECTIONS, FOR EVALUATION.Company InformationVendors shall provide the following information about their company.o Vendor name and address; Contact name, phone number and email.o Number of employees.o Number of years in business.o Provide a brief description of your company.o Days and hours of operation.o A brief statement of the Proposer’s understanding of the work to be done.Prior Experience and References (EXHIBIT G)Provide a minimum of three (3) government references of similar nature and scope, including the companyname, contact name and contact information for each reference where all information can be verified. Includea brief description of the services provided for each reference. Provide a description of qualifications and skillsof specific personnel who will be assigned to the City’s account.Compensation/Fee Proposal (EXHIBIT D)Engineering service fees will be calculated on a cost-plus, not-to-exceed basis, using hourly rates applied todirect staff costs. Direct expenses will be billed at their actual cost incurred without any markup. The proposalwill include a summary outlining the estimated hours and associated fees using the attached Fee Proposal Form(Exhibit D). The City is tax exempt. Prices shall not include taxes.EVALUATION OF PROPOSALSCity staff will evaluate submittals based on the requirements listed above. During or after the evaluation ofsubmittals, City staff may submit written questions and requests for clarification. The Vendor to berecommended for award will be the one whose proposal is determined to be the most advantageous to theCity, in consideration of price and the evaluation factors set forth in the Request for Proposal.DUE DATE FOR WRITTEN QUESTIONSAll questions, either administrative or technical, shall be submitted via email to Tony Sperkowski atasperkowski@wheaton.il.us no later than May 20, 2026, at 11:00 am CST.ADDENDAAll questions, clarifications or revisions regarding this solicitation will be issued via a written addendum andpublished on the City’s website and on DemandStar. These GeneralInstructions Regarding the Solicitation of Construction and Contracted Services apply to allsolicitations for contracted services by the City of Wheaton and shall be incorporated as part of thewritten and signed Agreement with the successful Bidder along with any addenda items which areissued, unless otherwise specified.For solicitations involving the IDOT “Standard Specifications for Road and Bridge Construction”:Section 102 of the IDOT “Standard Specifications for Road and Bridge Construction,” (the “StandardSpecifications”), Adopted January 1, 2022, pertaining to the advertisement, bidding, award, andcontract execution shall not apply to this solicitation and contract. Where these General InstructionsRegarding the Solicitation of Contracted Services (the “Solicitation Instructions”) are inconsistentwith any provision of the IDOT Bureau of Local Roads and Streets Special Provision for BiddingRequirements and Conditions for Contract Proposals, these Solicitation Instructions shall control.A. It shall beunderstood that the words “bid”, and “proposal” are synonymous in these instructions and inthe Invitation to Bid documents.A-3) Bidder/Proposer: The person, firm, or corporation submitting a bid or proposal.A-4) City: The City of Wheaton, Illinois, an Illinois Municipal Corporation.A-5) Offer: A signed Proposal or Bid that is timely delivered to the City.A-6) Solicitation: The City’s request for an offer from a Bidder for the provision of work, servicesand/or goods. SOLICITATION PROCESS:The City intends to award a contract to a Bidder who has the experience and equipment tosuccessfully complete the project or provide the service solicited. The Bidder shall be responsible forperforming all work or services as outlined in the specifications contained within the Invitation to Bidand shall provide and furnish all labor, materials, equipment and supplies, vehicles, andtransportation services required to perform and complete the required work or service in strictaccordance with the Invitation to Bid documents.
