PROJECT BACKGROUND:The Township of East Brunswick (“Township”) wishes to hire a contractor to assist withcompleting finish work for a new Emergency Operations Center (“E.O.C.”) for the East BrunswickPolice Department Training Facility. This carpentry-related work consists of removing andinstalling new carpet floor tiles, ceiling tiles, and LED lights on the Proposed Floor Plan; adding anew door entry; installing new drywall, plaster, and finishing walls; painting walls; and cleaningall dust and debris, including floors and surfaces.The township is issuing this request for quotation via a fair and open process in accordance withN.J.S.A. 19:44A-20.4 et seq.It is the Contractor’s obligation to examine and familiarize themselves with all requirements ofthis Request for Quotation prior to submitting a proposal.Quotes must be received by the Township’s Designated Contact Person, via email, mail or handdelivery, by 11:00 a.m. prevailing time on May 13, 2026. Quotes received after 11:00 a.m. on theDeadline Date will not be considered.It is the Contractor’s obligation to examine and familiarize themselves with all the requirements ofthis Request for Quotation prior to submitting a proposal.B. SCOPE OF WORK:1. The East Brunswick Police Training Facility is converting an existing room into a newEmergency Operations Center (EOC). The work consists of the modifications shown onthe attached drawings titled “CURRENT FLOOR PLAN” and “PROPOSED CHANGES.”The overall dimensions of this room are 37’2” by 15’8”.a. Prepare Worksitei. Clear the Area: Remove any obstacles, furniture, or items that couldinterfere with the work.ii. Ensure Safety: Make sure the site is safe by securing any potential hazards.b. Replace an existing 24″ door with a new 36″ door.i. The door shall be a standard commercial-grade, 36″ wide, with appropriatehardware.c. Remove the indicated interior wall cut-outs to open the room into a standardrectangle.d. Install two (2) new 36″ doors at the location shown on the right side.i. The door shall be a standard commercial-grade, 36″ wide, with appropriatehardware.e. Seal two (2) existing door openings.f. Install new sheetrock over all existing carpeted walls.i. Sheetrock installation shall include using joint compound to cover theseams between sheets. Apply the first coat of compound and let it dry.ii. Sand between coats once the first coat is dry, to create a smooth surface.Apply a second coat of compound to fill any gaps and further smooth thewall surface.R.F.Q. for Renovation of E.O.C at Training Facilityiii. Conduct a final sanding to ensure the walls are smooth and there are novisible seams or imperfections.g. Install new carpet tiles over the entire existing floor.h. Install a new electrical outlet on the floor at the location shown.i. The electrical outlet shall be recessed within the concrete subfloor at theexact location shown on the “PROPOSED CHANGES” drawing.ii. The outlet box, conduit, wiring, and cover plate shall be installed so thatthe finished outlet and cover plate are completely flush with the newcarpet-tile floor surface. The installation must include:▪ A properly sized junction box recessed into the concrete▪ Conduit and wiring run to code▪ A heavy-duty, traffic-rated, flush-mount floor box and cover platesuitable for foot traffic and carpet-tile installationk. Paint the Walls.I. Apply a coat of primer to the drywall to seal the surface and ensure goodadhesion of paint.II. Once the primer is dry, apply the paint. Use at least two coats for an even,durable finish.III. Allow time for paint to dry between coats.l. Clean UpI. After painting is completed, thoroughly clean the area. Dispose of anydrywall debris, plaster, and other waste materials.II. Vacuum up any dust and wipe down the surfaces to ensure the space isclean and ready for use.C. QUALIFICATIONS:1. Contractor shall be licensed.2. The Contractor shall provide high-quality equipment and materials that will be installed asper the manufacturer’s recommendations.3. The Contractor shall have a proven record of success working on residential and largecommercial buildings4. The Contractor shall have experience working with a wide array of construction materialsand equipment.5. Contractor will ensure the project is completed within the specified time.D. FAIR AND OPEN CRITERIA:STANDARDIZED SUBMISSION REQUIREMENTS & SELECTION CRITERIA1. The solicitation of qualifications for any contract to be determined in excess of $17,500,and for which a bid solicitation shall not be required under the Local Public Contracts Law,shall be advertised by the Township on the Township website at least ten (10) days priorto the date set for the receipt of said quote. The published notice shall set forth a descriptionof the requested goods or services, the time, date, and place that proposals must besubmitted, the contact information for obtaining a proposal document, and a statement thatthe proposals are being solicited through the fair and open process, in accordance withN.J.S.A. 19:44A-20.4 et seq.R.F.Q. for Renovation of E.O.C at Training Facility2. The Township shall review the responses to the request for quotes and appoint or award acontract to a business entity for the goods or services advertised, subsequent to such review.Contracts awarded under this process shall be publicly announced and awarded. Theresolution awarding the contract shall state that the contract was awarded after a fair andopen process and shall state the number of responses received.3. Contracts subject to the fair and open process delineated herein are subject to additionalRequirements and any other applicable laws, including, but not limited to, the Local PublicContracts Law.E. SELECTION CRITERIA:Quotations will be evaluated based on the most advantageous price and other factors considered. Theevaluation will consider:1. Experience, technical expertise, professional execution, and reputation in the field;2. Knowledge of the Township of East Brunswick and the subject matter to be addressedunder the contract;3. Availability to accommodate any required meetings of the Township and the ability towork well with the Township;4. Compensation proposal;5. Other factors, if demonstrated to be in the best interest of the Township of East Brunswick;6. Creative vision, display impact, appreciation, and respect for the task.F. AWARD OF CONTRACT:1. Any contract, if awarded, shall be awarded within sixty (60) days of the quotation opening,except that the quotes of any Quoter who consents may, at the request of the Township, beheld for consideration for such longer period as may be agreed. The contract award shallbe made on the lowest responsible base price plus alterations (if any) selected by theTownship. Alternates shall be awarded in accordance with N.J.S.A. 40A:11-23.1. If acontract is to be awarded on the base price plus any alternates, the award will be to theQuoter with the lowest responsible net bid. In the event of a discrepancy regarding themethod of award between this paragraph and the bid specifications, the bid specificationsshall control.2. Pursuant to N.J.A.C. 5:30-5.1, any contract entered into as a result of this quotation processand any contract extension shall be subject to the availability and appropriation of sufficientfunds. In accordance with 40A:11-15, any price increase shall not exceed the change in theindex rate for the 12 months preceding the most recent quarterly calculation available atthe time the contract is renewed.G. INSURANCE REQUIREMENTS:1. Indemnificationa. The contractor agrees to indemnify and save harmless the Township, its officers, agentsand employees, hereinafter referred to as indemnitees, from all suits, includingattorney’s fees and costs of litigation, actions, loss damage, expense, cost of claims, ofR.F.Q. for Renovation of E.O.C at Training Facilityany character or on account of any act, claim or amount arising or recovered underWorker’s Compensation law, or arising out of failure of the Contractor or those actingunder Contractor to conform to any statutes, ordinances, regulations, law or courtdecree. It is the intent of the parties to this contract that the indemnities shall, in allinstances, except for loss or damage resulting from the sole negligence of theindemnitee, be indemnified against all liability, loss or damage of any naturewhatsoever.2. Insurance Requirements:a. Worker’s Compensation and Employer’s Liability Insurancei. This insurance shall be maintained in full force during the life of this contractby the contractor covering all employees engaged in performance of thiscontract pursuant to N.J.S.A. 34:15-12(a) and N.J.A.C.ii. 12:235-1.6. Minimum Employer’s Liability $1,000,000.00.b. General Liability Insurancei. This insurance shall have limits of not less than $3,000,000.00 any one personand $3,000,000.00 any one accident for bodily injury and $3,000,000.00aggregate for property damage and shall be maintained in force during the lifeof the contract.c. Automobile Liability Insurancei. This insurance covering contractor for claims arising from owned, hired, andnon-owned vehicles with limits of not less than $3,000,000.00 any one personand $3,000,000.00 any one accident for bodily injury and $3,000,000.00 eachaccident for property damage, shall be maintained in force during the life ofthis contract by the contractor.d. Professional Liability/Malpractice Insurance Policy (if applicable)i. Coverage in the amount of $2,000,000.00/occurrence, $4,000,000.00aggregate and assurance that each such policy for each staff member remainsfull and in effect while providing services for the Township.ii. The contractor shall provide the Township with a Certificate of Insurancenaming the Township of East Brunswick as additionally insured, evidencingthe existence of required insurance prior to the commission of work. Rain Dateshall also be shown on the description section of the Certificate of Insurance.Said insurance must include coverage for complete operations, contractualinsurance and independent contractor or subcontractor insurance, where and ifapplicable.e. Errors and Omissions Insurancei. The contractor shall purchase and maintain during the entire period of thiscontract, errors and omissions insurance that shall protect the contractor andthe Township from any and all claims that may arise out of or result from thecontractor’s performance of this contract. Specifically, the errors andomissions insurance shall have limits of not less than $2,000,000.00 dollarsper occurrence and $4,000,000.00 dollars in the aggregate.ii. Certificates of the Required InsuranceCertificates as listed above shall be submitted along with the contract asevidence covering Errors and Omissions insurance. Such coverage shall bewith acceptable insurance companies operating on an admitted basis in theState of New Jersey.R.F.Q. for Renovation of E.O.C at Training Facility
