America250 Stars RFQ

The Lackawanna Board of Commissioners and the Arts&Culture Department are seeking local creative talent through April 16, 2026, to commemorate Pennsylvania’s role in the 250th anniversary of the United States by transforming (13) 3D wooden stars into vibrant works of art. The 4-foot stars will be displayed at the Piazza dell' Arte during the 2026 Scranton Spectacular, which will be held on July 3, 2026.

ABOUT THE PROJECT

The Lackawanna Board of Commissioners and the Arts and Culture Department are seeking local

creative talent through April 16,2026, to commemorate Pennsylvania’s role in the 250th

anniversary of the United States by transforming (13) 3D wooden stars into vibrant works of art.

The 4-foot stars will be displayed at the Piazza dell' Arte during the 2026 Scranton Spectacular,

which will be held on July 3, 2026

Stars will be provided to artist on May 20, 2026, and must be completed by June 20, 2026.

Pick-up/Return Location: Lackawanna County Electric City Trolley Museum 300 Cliff Street,

Scranton, PA Artists will receive $200 for supplies. All stars must be primed, painted & sealed for

ELIGIBILITY

Open Lackawanna County residents only.

SELECTION PROCESS

A selection committee shall evaluate the submitted designs that best satisfy creating thirteen (13)

3D vibrant works of art.

If awarded, a maximum of thirteen (13) vendors will be selected.

SUBMISSION REQUIREMENTS

To apply, applicants should submit:

• Cover sheet with name, address, email, phone number, and brief statement of interest

• Sketches, drawings and schematics etc. for suggested wood star designs.

Deadline: April 16, 2026, by 4pm

Email RFQ Submissions to arts-culture@lackawannacounty.org with ‘AMERICA250 STARS in

the subject field.

If you do not receive a confirmation email withing three days, contact the Arts and Culture

Department. Late submissions will not be accepted. The County assumes no responsibility for

delays in any form of delivery service causing the submission to be received after the above-

mentioned due date and time. The final selection shall be made at the sole discretion of

Lackawanna County. Lackawanna County reserves the right to reject any or all proposals.

Respondents are required to monitor the Lackawanna County Website for RFQ Amendments.
